Background The objective of the Road Pavement Design for the Pacific Region Study (hereafter described as The Study) is to improve the design and reduce the cost of Pacific road pavements by adopting locally available pavement materials. The study was requested through the Transport Sector Working Group within the Pacific Region Infrastructure Facility, managed by the Pacific Region Infrastructure Facility Coordination Office. The study is being delivered in three phases: phase 1 consists of desktop research and has already been completed; phase 2 involves preparation of field trials and is the subject of this terms of reference; and, phase 3, to be implemented in future, will monitor the performance of the sites to be built under PRIF partner-funded projects. The desktop research undertaken in phase 1, which was completed in 2016, has shown that it is possible to use locally available coral and igneous rock-based pavement materials to improve road pavement quality, resilience and sustainability and to reduce the overall whole-of-life cost of low volume road construction and maintenance in the Pacific region.
