The Government of the Republic of the Indonesia is committed to implement public–private partnerships (PPP) in Indonesia for attracting private investment in infrastructure. The Directorate of Government Support and Infrastructure Financing Management (DGSIFM) was established at 2015 in Directorate General of Budget Finance and Risk Management, Ministry of Finance (MoF) to be Indonesia PPP unit. The role of DGSIFM is to boost PPP development by giving government support, undertake PPP awareness campaign and provide capacity building to the Government Contracting Agency (GCA) and other relevant stakeholders.
As part of its proposed plan for the next five years, the DGSIFM aims to focus its attention and accelerate PPP transactions in Urban Transport, Water Supply and Waste Water, Solid Waste Management, Health, Housing and Energy. To encourage the use of PPP scheme in these six sectors, the DGSIFM seeks to actively promote the use of PPPs to the Government Contracting Authorities (GCAs) to guide them in developing their project pipeline. To support in this endeavour, the DGSIFM plans to develop a comprehensive and systematic sectoral manual for planning, preparing and bringing PPP project to transaction (“Manual”). The Manual is expected to serve mainly GCAs and potential investors/lenders to satisfy their information needs concerning doing PPPs in Indonesia. The Manual will be developed for the six sectors. Once developed, the Manual will be a living document and will be public document that will be uploaded on the DGSIFM website. By having the Manual, it is expected that GCAs can obtain all information they need to build the rationale of using PPP scheme and to start the PPP process. Furthermore, for potential investors or lenders, it is expected that they can collect information concerning participating in Indonesia’s PPP projects without spending significant efforts and cost. Lastly, for the DGSIFM, the Manual can help DGSIFM to promote the PPP policy and convince GCAs, especially for the selected sectors, to use PPP scheme where appropriate.
This assistance is expected to be supported by the Indonesia Infrastructure Finance Development (IIFD) for PPPs. The IIFD is a multi-donor trust fund, being managed by the World Bank, with funding support from the Department of Foreign Affairs and Trade for Development (DFATD) of the Government of Canada (IIFD TF). The trust fund (TF) was launched in April 2015 and is being implemented through a Bank-Executed Trust Fund (BETF) and a Recipient Executed Trust Fund (RETF) up to year 2021. The MOF’s PPP Unit is the recipient for the RETF. The outcome of this activity closely links to the objective of the IIFD, which is to accelerate the implementation of PPP projects and contribute to the efficient and effective infrastructure spending.
This REOI describes the objective and needs of Waste Management Sector Specialist to provide the DGSIFM with advisory assistance (i) to help prepare the Manual and information packets of the manual in the Waste Management sector, which shall act as a user-friendly reference for GCAs, investors and lenders on undertaking PPPs in the sector, and (ii) help the DGSIFM to provide support (handholding) to GCAs for the sectoral best experiences in waste management sector and provide direction and guidance for the PDF development, OBC, and FBC review, and transaction support.
The Ministry of Finance now invites eligible Individuals Consultants to indicate their interest in providing the above Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Only the experience and qualified individuals shall be considered in the selection process.

The consulting assignment will be located in Jakarta, and is expected to start in December 2019. The duration for these services is 8 months commencing from December 2019 through July 2020.
