The Ministry of Finance (MoF) has established the Public Private Partnership (PPP) Unit in 2015 named as the Directorate of Government Support and Infrastructure Financing Management (DGSIFM) at Directorate General of Budget Financing and Risk Management to support infrastructure development in Indonesia through private participation. The DGSIFM works closely with the Government Contracting Agencies (GCA) on the development of PPP projects and with other agencies on the provision of Government support. In addition, DGSIFM also undertakes PPP awareness campaigns and provides capacity building to the GCAs and other relevant stakeholders.

The implementation of Project Development Facilities and other form of Government Support for Public Private Partnership has been effective. Since its development in 2015, PPP Unit has prepared and implemented more than 15 projects to date. The PPP Unit also saw an increasing number of proposals from GCAs at central and regional levels.

As part of its proposed plan for the next five years, the DGSIFM aims to focus its attention and accelerate PPP transactions in six focus sectors - Urban Transport, Water Supply and Waste Water, Solid Waste Management, Health, Housing and Energy. To support its plan, the DGSIFM is keen to improve the quality, consistency and cost efficiency of project preparation and transaction activities. Previous experience has indicated that some projects got delayed or stuck at various stages of project preparation due to poor quality of project documentation, vis-à-vis the minimum requirements as per the existing regulations. Hence, the DGSIFM seeks to develop standardized document templates that are based on international best practice1 and in compliance with Indonesian laws and regulations, which will not only expedite the project preparation process but also ensure that the project-specific documentation is of high standards to attract international investors.

This assistance is expected to be supported by the Indonesia Infrastructure Finance Development (IIFD) for PPPs. The IIFD is being a multi donor trust fund, being managed by the World Bank, with funding support from the Department of Foreign Affairs and Trade for Development (DFATD) of the Government of Canada (IIFD TF). The trust fund (TF) was launched in April 2015 and is being implemented through a Bank-Executed Trust Fund (BETF) and a Recipient Executed Trust Fund (RETF) up to year 2021. The MOF’s PPP Unit is the recipient for the RETF. The outcome of this activity closely links to the objective of the IIFD, which is to accelerate the implementation of PPP projects and contribute to the efficient and effective infrastructure spending..

This REOI describes the objective and needs of National and International Document Template Consultant (two positions available) to develop standardized document templates that are based on international best practice and in compliance with Indonesian laws and regulations. The standardized document templates shall be used by transaction advisors to prepare project-specific documents of consistently high quality, especially in the six focus sectors. Specifically, this shall involve (a) creation of a PPP knowledge repository of templates and tools, based on international and national references; (b) drafting and finalization of a standardized base template for Request for Qualification (RFQ) and Request for Proposal (RFP) that would be customized for the six focus sectors; (c) providing sector-specific and customized content to adapt the base RFQ and RFP templates to each of the six focus sectors; (d) drafting and finalization of a standardized base template for PPP Agreement; (e) providing sector-specific and customized content to adapt the standardized base template of PPP Agreement for the six focus sectors. The services of two experts shall be engaged based on two individual contracts, viz., a National Document Template Consultant and an International Document Template Consultant.

The Ministry of Finance now invites eligible Individuals Consultants to indicate their interest in providing the above Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Only the experience and qualified individuals shall be considered in the selection process.

The consulting assignment will be located in Jakarta, and is expected to start in December 2019. The duration for these services is 8 months commencing from December 2019 through July 2020.
