Assignment Title: Development of Capital Investment Planning (CIP) Framework and Implementation

The Government of Indonesia has received financing from the World Bank toward the cost of the National Urban Development Project (NUDP) and intends to use part of the proceeds for consulting services to be procured under component 2 of the program: Development of Capital Investment Planning framework and implementation.

 

The Government of Indonesia requires the services of a firm to establish and implement a Capital Investment Planning (CIP) system and process that integrate spatial development objectives, multi sectoral infrastructure planning, financial and budget planning and enhanced coordination at local level. The firm is expected to develop spatially informed integrated capital investment planning and budgeting to be used by sub-national government level. The services will be delivered in three phases, with distinct deliverables for each phase; some deliverables however are repetitive for each phase.

 

The CIP framework and system shall be based on a mature and proven methodology, process and system, including spatially informed planning and budgeting process and software tool, customised for the Indonesian context. The scope of work will require consistent hands on and robust support to build the capacity of the city government throughout the duration of the contract to ensure that city government is able to carry out all the works, steps, maintenance independently of the consultant.

The Directorate General of Regional Development of the Ministry of Home Affairs now invites eligible consulting firms (“Consultants”) to express their interest in providing the Services. Interested Consultants should submit an Expression of Interest (EOI) providing information demonstrating that they have the required qualifications and relevant experience to perform the Services.

 

The shortlisting criteria are as follows:   

Primary qualification of firm is: demonstrated experience in carrying out spatially informed integrated capital investment planning and budgeting at national or sub-national government level. Experience in the following key areas will be also considered: integrated capital investment planning and budgeting at national or sub-national government level; strategic city level development planning and budgeting; spatial planning with links to infrastructure; long-term integrated infrastructure investment planning; multi sectoral infrastructure planning link with socio-economic outcomes; capital expenditure and budget estimation modelling; integrated urban development planning; national/sub-national level planning and budgeting; environmental, social and resilience considerations in infrastructure; and innovative approaches

      2. Additional qualifications related to key areas specified above:

Experience in developing CIP or sufficiently similar software systems. Experience in operating CIP or sufficiently similar software systems in complex institutional environments, including engagement with various stakeholders, different sector agencies, and multi-level governance arrangements. Delivering training, capacity building, knowledge and technology transfer of CIP or sufficient similar systems to local governments, system administrators, system users and other stakeholders.

 

Consultant is expected to provide list of available resources in Annex 2. However, key experts will not be evaluated at the shortlisting stage.

 

For the above criteria, details of each similar assignment should be described briefly using the EOI submission form provided in Annex 1, including: assignment title related to the services within the last 10 years, assignment location (country/city), period of contract (starting date and completion date), name of client, contract value, detailed description of the services (highlighting the services related to the shortlisting criteria along with supporting evidence and verifiable references of having provided such services to past/current clients).

 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised on November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

 

Consultants may associate with other firms, international or national, to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. The qualifications of joint venture partners will be considered in the shortlisting, but not the qualifications of sub-consultants.

 

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.

 

The Services are expected to start in August 2020 and be performed during a period of approximately 55 months.
