The Government of Indonesia has received financing in the amount of USD 160 million from the World Bank toward the cost of the Indonesia Disaster Resilience Initiatives Project (IDRIP). The Directorate of Disaster Strategy Development under National Disaster Management Authority intends to apply part of the proceeds for consultant services, to develop a Study namely Disaster Management Strategy Development in Disaster Prone Zones.


This activity is intended to compile a disaster management strategy development in Tsunami high risk locations in Maluku and North Maluku Provinces.

The results of this study are then used as the basis for planning disaster management policies in the provinces of Maluku and North Maluku. In other words, this study will be used as input in the preparation of Regional-based Disaster Management Plan. Consulting services is desired to support BNPB in preparing the Study for Disaster Management Strategy Development in Disaster Prone Zones, to perform the following tasks:


1. Preparation of measurement tools for the study of disaster management strategy development.
2. Collecting secondary data related to development planning and related sectoral documents.
3. Identification of Disaster Management capacity baseline and strategy with the tools that have been prepared.
4. Determination of main issues and problems and formulation of strategic issues.
5. Determination of strategic issues through public discussion.
6. Formulate disaster management policies and strategies based on hazard zones, as well as steps for integration with sectoral development planning documents in the study area.


The consultant will be assigned for approximately 4 months.


The Directorate of Disaster Strategy Development, National Disaster Management Authority now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. Interested consultants must provide sufficient description of similar assignments (including location/country, name of the Employer/Client, type of services provided, period of contract, contract amount, starting and completion dates), and availability of appropriate skills among permanent staff, etc.) which covers such following information:


1. Have successfully completed contracts of similar nature, value, and complexity in the same field of experience in the last 5 years;
2. Availability within the firm of permanent (i.e. in the firm’s regular payroll) experts/professional staff relevant to the assignment. The consultant may add list of each experts but not that all expert qualification will not be evaluated at the shortlisting stage;
3. Provide a statement indicating that consultants have not been involved in any fraud or corruption activities and that no remedial action has been taken against the consultant by any contracting authority or donor national nor international as result of fraud and corruption.;


The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.


Consultants may choose (but not mandatory) to associate with other firms (max. 3 firms) in the form of a joint venture or a sub-consultancy to enhance their qualifications. In case of an association, the EOI must explicitly specify whether the association is in the form of a Joint Venture (all members shall be jointly and severally liable for the entire assignment), or sub consultancy. In case of joint venture, the member firm appointed to represent the joint venture must be clearly identified. Only the qualifications and experience of members of joint venture, but not of sub-consultants, shall be considered in the EOI evaluation process.


A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations.
