Project Background

The Forest Investment Program (FIP) II in Indonesia supports and strengthens the national effort to decentralize forest management through the operationalization of Forest Management Unit – FMU (KPHs).  The project focuses on three elements – addressing key national and subnational legal, policy and institutional constraints, building the capacity for all relevant stakeholders (including through access to better information), and operationalizing up to 10 KPHs in order to learn from the implementation activities and inform future efforts to enhance capacity building and regulations. The project will help create an enabling environment and generate insights and lessons for scaling up the operationalization of KPHs.

Under FIP Program, the World Bank and DANIDA are allocating as much as USD 22.42 million to support the national program on improving forest governance in 10 FMUs. This foreign grants project was launched on October 3, 2016 by the Minister of Forestry and Environment, and is planned for five years implementation period until 2021. The effective date of the implementaion was on August 2017.

The Project Development Objective (PDO) of FIP II is to strengthen institutional and local capacity for decentralized forest management that generates improved forest-based livelihoods in targeted areas. The project will be managed by using Planned Grant Management (On-Budget & On-Treasury System), under the APBN (Indonesia State Budget).

Objectives of the Consultancy

The main objective of this consultancy is to review the implementation of FIP II  since the effective date of implementation, in particular with reference to results compared to the established “performance indicators”, draw lessons and make recommendations for enhancing project impacts. It will also highlight issues and challenges affecting effective and efficient implementation of outputs and their contribution to project outcomes and impact and recommend whether results obtained thus far warrant continuation of the project.

 

Qualification of the Firm to undertake the FIP II Mid-Term Review

It is desirable that this evaluation shall be conducted by a firm comprising of a multi-disciplinary team and for this consultancy service it shall assign the following experts with the following competencies and/or experience:   

Team Leader:

  1. At least ten (10) years of specialization in planning, monitoring and evaluation of projects funded by World Bank and/or other multilateral/international funding agencies;
  2. Demonstrated experience in project development/design including knowledge of project planning cycle;
  3. Specialization and/or experience on development projects identification,  design,implementation and management;
  4. Demostrable expertise and experience in undertaking mid term and/or end of project evaluations for intergrated conservation and development projects of a similar size and scope to FIP II.

 

Team members (2 Persons):

The team members should demonstrate the following key competencies and expertise:

  1. Knowledge in the sectors of Forestry, Community-Based Natural Resource Management, and Institutional Development.
  2. Good experience in community development, participatory methodologies and specifically Community Driven Development approaches;
  3. Strong knowledge of the conservation and socio-economic status of Community members which live adjacent to the forest areas.
  4. Strong knowledge of the devolution process and its implications on national and county functions.

 

MOEF now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are having experience(s) in the following areas: (1) forestry (management; policy includes that of environmental legislations, regulations and safeguard frameworks; institutions; capacity building; and decentralization), (2) community based development (3) strong donor project management record includes: administrative and managerial skills, (4) strengthening institutions, networks, communications and partnerships (5) project monitoring and evaluation (6) Familiar with APBN administration.

 

Consultants will be selected in accordance with the procedures set out in the World Bank’s “Guidelines: Selection and Employment of Consultants by World Bank Borrowers” of January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

 

Consultants may associate with other firms in the form of a joint venture to enhance their qualifications.

 

A Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Consultant Guidelines, which will be determined later in the Request for Proposals (RFP).
