The Government of Indonesia has received financing from the World Bank toward the cost of the Indonesia Disaster Resilience Initiatives Project (IDRIP). As support to enhance emergency management capacity, Pusat Pengendalian Operasi under the National Disaster Management Agency has prepared the development of Pusdalops Management System. development of Management Information Systems Pusdalops (Sistem Manajemen Pusdalops/SIMAMPU) will integrate and manage all business processes and disaster operations control resources in one centralized system. System development in this activity is an ongoing activity in order to form an integrated ecosystem.

The Pusdalops under the National Disaster Management Agency intends to proceed with hiring consulting services, to assist with developing integrated information system that is generally intended to digitalizing the existing Pusdalops information management and integrating external information sources into Pusdalops ecosystem.

To realize the aims and objectives of the activity, the scope of works that will be carried out including:
1) Submitting project work plan proposal in comprehensive, measurable and accountable manner.
2) Carrying out a review of existing DED (Detailed Engineering Design) document.
3) Carrying out external benchmarking with other similar systems in national/international level.
4) Developing web-based Pusdalops Management Information Systems (Sistem Manajemen Pusdalops/SIMAMPU).
5) Installing Pusdalops Management Information Systems into National Data Center (Pusat Data Nasional/PDN) or another appointed data center.
6) Deploying and setting up cloud-based server.
7) Conducting interoperability trials, performance trials (stress tests), security trials (penetration test), User Acceptance Test (UAT).

The consultant will be assigned for approximately 3.5 (three and half) months.

The Pusdalops, National Disaster Management Agency now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. Interested consultants must provide sufficient description of similar assignments (including location/country, name of the Employer/Client, type of services provided, period of contract, contract amount, starting and completion dates), and availability of appropriate skills among permanent staff, etc. which covers such following information:
1. Have successfully completed contract(s) of similar nature and complexity in the same field of experience in the last 3 years;
2. Have Nomor Induk Berusaha (NIB) with KBLI Code 6209 Information Technology Activities and Other Computer Services or KBLI Code 62029 Computer Consultancy Activities and Other Computer Facilities Management or KBLI Code 63111 Data Processing Activities or KBLI Code 6201 Computer Programming Activities;
3. Provide a statement indicating that consultants have not been involved in any fraud or corruption activities and that no remedial action has been taken against the consultant by any contracting authority or donor national nor international as result of fraud and corruption.;The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Joint venture is not allowed. A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations.

Interested Consultant firms are required to access the electronic procurement system (SPSE) of National Disaster Management Authority to register and to submit EOI electronically at this website https://spseicb.lkpp.go.id before November 6, 2023.
