The Government of Indonesia has received financing in the amount of USD 160 million from the World Bank toward the cost of the Indonesia Disaster Resilience Initiatives Project (IDRIP). One of the major components of the project is to improve preparedness for future disaster events, particularly geophysical disasters, and to support government preparedness at the central, local government, and community resilience. In order to realize community resilience in dealing with disasters, the National Disaster Management Agency (BNPB) has serious attention to increase the capacity of village/ ward communities with Desa Tangguh Bencana (Destana) programs.

As part of the Destana program implementation, The Directorate of Preparedness under National Disaster Management Agency intends to apply part of proceeds for consultant service to Monitoring for Implementation of Strenghtening Community Resilience in Region 2. The result of this Activity is intended to help the implementation of Destana activities run effectively and efficiently, by monitoring and assistance all Destana actors in carrying out all stages and processes of Destana activities to ensure that each activity process is carried out in accordance with the implementation instructions, technical instructions and implementation modules for Destana activities in the field..

Consulting services is desired to support BNPB to perform the following task:

1) Carrying out Destana Monitoring Evaluation (ME), installing signs, installing sirens and other IDRIP activities carried out for all villages targeted by the IDRIP Program.
2) Ensure that Community Resilience Strengthening Facilitation activities are carried out in accordance with the guidelines and modules that have been established as implementation references.
3) Ensure the achievement of indicators and targets for Facilitation of Strengthening Community Resilience activities.
4) Availability of Baseline Data on the level of village resilience carried out through the Village Resilience Assessment (PKD) and Community Conditions for Implementing the Destana Program.
5) Identification of problematic issues in the implementation of the Destana program, including identification of improvement needs needed to improve the implementation of activities in the field.
6) Compilation of Final Evaluation of Destana Program Implementation as well as exit strategy and sustainability of Destana implementation.
7) Preparation of lesson learned documents or good practices related to the implementation of Destana.
8) The preparation of the Destana Monitoring Evaluation (ME) system, installation of signs, installation of sirens and other IDRIP activities carried out by PMU Component 1.Carry out a literature review of regulations, guidelines and modules related to the implementation of Destana.

The consultant will be assigned for approximately 15 (fifteen) months.

The Directorate of Preparedness, National Disaster Management Agency now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. Interested consultants must provide sufficient description of similar assignments (including location/country, name of the Employer/Client, type of services provided, period of contract, contract amount, starting and completion dates), and availability of appropriate skills among permanent staff, etc. which covers such following information:

1. Have successfully completed contracts of similar nature, value, and complexity in the same field of experience in the last 5 years and have experience carrying out activities with a foreign grant/loan budget in the last 10 years
2. Availability within the firm of permanent (i.e. in the firm’s regular payroll) experts/professional staff relevant to the assignment. The consultant may add list of each experts but expert qualification will not be evaluated at the shortlisting stage;
3. Provide a statement indicating that consultants have not been involved in any fraud or corruption activities and that no remedial action has been taken against the consultant by any contracting authority or donor national nor international as result of fraud and corruption.;

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may choose (but not mandatory) to associate with other firms (max. 2 firms) in the form of a joint venture or a sub-consultancy to enhance their qualifications. In case of an association, the EOI must explicitly specify whether the association is in the form of a Joint Venture (all members shall be jointly and severally liable for the entire assignment), or sub consultancy. In case of joint venture, the member firm appointed to represent the joint venture must be clearly identified. Only the qualifications and experience of members of joint venture, but not of sub-consultants, shall be considered in the EOI evaluation process.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
