Assignment Title: Consulting Services For National Urban Development Strategy (NUDS)

 

The Government of Indonesia has received financing from the World Bank toward the cost of the National Urban Development Project (NUDP). The Regional Infrastructure Development Agency (RIDA/BPIW) under Ministry of Public Works and Housing intends to use part of the proceeds for consulting services to be procured under Component 1 of the project: National Urban Development Strategy (NUDS).

The Government of Indonesia requires the services of a firm to assist and formulate the National Urban Development Strategy under the direction of Regional Infrastructure Development Agency. NUDS is a national strategy paper with robust analysis that enables regional infrastructure that will de-bottleneck the benefits of urbanization, and will include infrastructure strategies that promote climate resilience, low-carbon development, and densification.

NUDS will develop a strategy document, which includes projection of national urban system based on morphological, economic, social, politics, and environmental characteristics of the cities as well as their function and order in the system. It will also include urban infrastructure development strategies. Under this component, NSPM and KPI for urban development in Indonesia will be developed as guiding principles for the national and city governments to develop and build urban infrastructure based on the global standards. NUDS will be the framework to deliver targeted regional-level infrastructure projects by developing a project pipeline for a 5-year time frame and longer-term sector priorities with a 20-year time frame.

In particular, the duties of this consultancy could be organized into four task groups as the following (1) Review of National Urban Development Policies and Strategies, and Global Best Practices on National Urban Development Strategies; (2) Formulation of Spatial Development Directives in the Urban Development; (3) Integrated National Urban Development Strategy; and (4) Institutional Patterns of National Urban Settlement Development. The services are expected to be carried out within a period of 15 months. The total estimated level of effort under the services is approximately at 120 professional staff months.

The BPIW now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested consultants should submit an Expression of Interest (EOI) providing information demonstrating that they have the required qualifications and relevant experience to perform the services.

The shortlisting criteria are:

Consulting Firms should have experiences of carrying out similar assignments (scope and scale) including the key areas as follows:

  1. urban infrastructure policies and strategies at national/state level
  2. urban and regional planning
  3. infrastructure development planning and programming
  4. climate resilience planning
  5. Norms, Standards, Procedures, and Manuals (NSPM) and Key Performance Indicator (KPI) for Urban Infrastructure

For the above criteria, Interested Consultants should provide information demonstrating the required qualifications and relevant experiences related to the services within the last 10 years, assignment location/country, name of client, detailed description of the services, highlighting the services related to this assignments, period of contract (starting and completion dates), and contract value, along with supporting evidence and verifiable references of having provided such services to past/previous Clients. Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may to associate with other firms (max. 4 firms) in the form of a joint venture or a sub-consultancy to enhance their qualifications. In case of an association, the EOI must explicitly specify whether the association is in the form of a Joint Venture (all members shall be jointly and severally liable for the entire assignment), or Sub-consultancy. In case of joint venture, the member firm appointed to represent the joint venture must be clearly identified. All the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Only the qualifications and experience of members of joint venture, but not of sub-consultants, shall be considered in the EOI evaluation process.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.

Interested Consultant firms are required to access the electronic procurement system (SPSE) of Ministry of Public Works and Public Housing (MPWH) to register and to submit EOI [http://spseicb.pu.go.id/eproc-icb/]. Expressions of interest must be submitted electronically through SPSE ICB system of Ministry of Public Works and Housing latest by May 11th, 2023.
