Invitation for Bids

1.    The Kingdom of Cambodia has received financing from the Asian Development Bank (ADB) towards the cost of Second Decentralized Public Service and Financial Management Sector Development Program, Subprogram 1. A portion of this financing will be applied for eligible payments under the contract named above. The bidding is open to Bidders from eligible source countries of the ADB.

2.    The National School of Local Administration (NASLA) (the “Employer”) invites sealed bids from eligible Bidders for the Construction of NASLA Academic building and Dormitory (“the Works”). The construction period is 20 Months. 

3.    Open Competitive Bidding (National Advertisement)^[1] will be conducted in accordance with ADB’s Single-Stage: One-Envelope procedure and is open to all Bidders from eligible source countries as described in the Bidding Document.

4.    Only eligible Bidders with the following key qualification should participate in this Bidding:

●     Average Annual Construction Turnover: The average annual volume of construction work of the successful Bidder over the last three (3) years (2019, 2020 and 2021) shall be at least: $6,240,000.

●     Specific Similar Experience (Contract Size, Building Constriction or any type of building construction of similar nature): Experience as prime contractor in the construction of at least two (2) contracts for works of nature and complexity equivalent to the Works with each contract value of at least as specified in the BDS within the last five (5) years to comply with this requirement, the contract value shall be of at least US$ 3,200,000.

●     Liquid Assets: The minimum amount of liquid assets and/or credit facilities net of other contractual commitments of the successful Bidder shall be: US$ 782,000.

The qualification criteria are more completely described in the Bidding Document.

5.    To obtain further information from and inspect the Bidding Documents, Bidders should contact the following during office hours 8:00hours to 12:00 hours in the morning and 14:00 hours to 17:00 hours in the afternoon.

6.    A complete set of Bidding Documents in English may be purchased by interested Bidders on the submission of a written application to the address given below and upon payment of a non-refundable fee US$ 235 or its equivalent in Cambodian Riel being 977,600.00. The method of payment will be deposited to bank account No.000000013535, Account Name: Ministry of Economy and Finance at National Bank of Cambodia. The Bidding Documents may be collected in person at the discretion of the Bidder. Other than payment of the non- refundable fee specified above, there shall be no other conditions for purchase of the Bidding Documents. 

The Bidding Documents may be collected/purchased in person at the discretion of the Bidder during office hours. Other than payment of non-refundable fee, there are no other conditions for the purchase of the Bidding Documents. In addition to the above fee, if Bidder cannot come to collect the Bidding Document directly, the Bidder has to deposit the fee for courier charge by his/her arrangement as appropriate at the discretion of the Bidder.

8.    Deliver bids:

●     to the address below

●     on or before the deadline: 30 May 2023, 14:30 hours local time

●     together with a Bid Security as specified in the Bidding Documents.  

Late bids will be rejected. Bids will be opened immediately after the deadline, in the presence of Bidders’ representatives who choose to attend in person at the address below at the Meeting Room of the National School of Local Administration (NASLA) in the Ministry of Interior (MOI)’s compound # Norodom Blvd., Sangkat Tonle Bassac, Khan ChamKarmon, Phnom Penh, Cambodia.

9.    The Government and the ADB will respectively declare a firm ineligible either indefinitely or for a stated period of time, to be awarded a contract funded by them, if they at any time determine that the firm has engaged in fraud and corruption as described in ITB 3.
