REQUEST FOR EXPRESSION OF INTEREST


For hiring of:
Institutional Development for Participatory Irrigation Management (IDPIM)
Technical Assistance under Strategic Irrigation Modernization and Urgent Rehabilitation Project
(SIMURP, Loan No. 8891-ID, and Loan No. L0060A)


The Government of the Republic of Indonesia has received financing from the World Bank
to finance the Strategic Irrigation Modernization and Urgent Rehabilitation
Project (SIMURP, Loan No. 8891-ID, and Loan No. L0060A) located in Indonesia
countrywide. Part of this loan will be used for payment under the contracts named above.


A consulting service, i.e: Institutional Development for Participatory Irrigation Management (IDPIM) Technical Assistance will be recruited by Directorate General of Regional Development (DGRD) under Ministry of Home Affairs (MOHA). The consultant
will be based in Jakarta and three (3) regional offices in eight (8) provinces. The implementing purpose of the IDPIM Technical Assistance is to allow for technical assistance and facilitation services to be provided to the Bangda NPIU, and in particular
the Sub-directorate of Public Works, in undertaking implementation of strengthening of irrigation management institutions in the SIMURP program for the 2020-2024 budgetary years. The objectives of the IDPIM Technical Assistance are as follows:

a. Support and facilitate implementation activities to strengthen irrigation management institutions oriented to modernization objectives and methodologies in central level irrigation schemes of the SIMURP program (Component A) and in the Jatiluhur strategic national irrigation scheme of the SIMURP program (Component B);

b. Increase the performance of the SIMURP program to strengthen irrigation management institutions as specified in the target Project Development Objectives (PDO) that are the responsibility of the Bangda NPIU;

c. Support on introduction and implementation of Irrigation Service Agreement (ISA).

d. Support guidance and facilitation of the roles of regional governments in the process of strengthening irrigation management institutions oriented to modernization in the SIMURP program, both for central level irrigation systems (Component A) as well as the strategic national irrigation scheme of Jatiluhur; and

e. Support and facilitate the process of formulation of the results of monitoring and evaluation and prepare and finalized monitoring reports on irrigation management institution strengthening activities that are the responsibility of the Bangda NPIU

The consultant will be required to mobilize national team for parallel and intermittent assignments according to the project tasks and requirements as specified in the detailed TOR. The estimated number of staff-months is 397 staff-months.


The DGRD now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services such as brochures/company profile, description of similar assignments (including location/country, name of the Employer/Client, type of services provided, period of contract, contract amount, starting and completion dates) and availability of appropriate skills among permanent staff.


The shortlisting criteria are:
1. Eligibility. Consulting firm must derive from eligible country, not sanctioned by the Bank, not black-listed and eligible to participate in procurement financed by the Bank, not having been declared ineligible by the World Bank, as well as not having been excluded
as a result of the Borrower’s country laws or official regulations, or by an act of compliance with UN Security Council resolution.
2. Completion contracts of similar nature, value, and complexity in the same field of experience (as well as experience in similar geographic area) in the last 10 years; and
3. Technical and managerial capability of the firm in terms of (i) Core and years in business, (ii) Number of permanent experts related with the assignment, and (iii) facilities to carry out training.


Key Experts will not be evaluated at the shortlisting stage.


A Consultant will be selected in accordance with the World Bank Guidelines: Selection and
Employment of Consultants under IBRD Loans And IDA Credits & Grants by World Bank Borrowers, latest version of January 2011 revised July 2014 based on Quality and Cost Based Selection (QCBS) Method.


Consultants may choose (but not mandatory) to associate with other firms (max. 3 firms) in the form of a joint venture or a sub-consultancy to enhance their qualifications. In case of an association, the EOI must explicitly specify whether the association is in the form of a Joint Venture (all members jointly and severally liable for the entire assignment), or Subconsultancy. In case of joint venture, the member firm appointed to represent the joint venture must be clearly identified. Only the qualifications and experience of members of joint venture, but not of sub-consultants, shall be considered in the EOI evaluation process.
