Recruitment of Consultant for Project Management Consultant (PMC) - SIMURP

The Government of Republic of Indonesia has applied for financing from the World Bank in the amount of USD 500 millions toward the cost of the Strategic Irrigation Modernization and Urgent Rehabilitation Project (SIMURP), and intends to apply part of the proceeds for consulting services.
The consulting services Project Management Consultant (PMC) will support and assist the PJSDA CPMU in carrying out their duties and responsibilities to ensure that SIMURP activities are planned and implemented properly to achieve the SIMURP project objectives. PMC implementation period for forty-eight (48) months. The scope of the technical assistance activities for managing the SIMURP project is generally divided into 5 (five) main activities, namely to assists: (1) coordination support; (2) preparation of management concepts; (3) facilitation of management task (4) monitoring and evaluation of project implementation; and (5) preparation of reporting. Detailed activities is attached in the Terms of Reference (TOR).
The Directorate of Water Resources Development, Directorate General of Water Resources, Ministry of Public Works and Housing now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
Have successfully completed contract of similar nature, value and complexity in the same field of experience (water resources and irrigation) in the last 10 years; Have successfully completed contract of similar nature, value and complexity in the project management experience in the last 7 years; Availability within the firm of permanent experts/professionals staff relevant to the project management – staffs do not necessary have to be assigned to this contract at this stage.The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Quality Cost Based Selection (QCBS) method set out in the Consultant Guidelines. Consultants may associate with other firms (max. 3) in the form of a joint venture or sub-consultancy to enhance their qualifications. In case of joint venture, the member firm appointed to represent the joint venture must be clearly identified. Only experience of lead and member of joint venture will be considered, experience of sub-consultant will not be considered in the evaluation process.

The draft Terms of Reference (TOR) is attached in the REOI. Please be advised that the final TOR will be provided to the shortlisted firms as part of the Request for Proposal (RFP).
