The Republic of Indonesia has received financing in the amount of one hundred million United States Dollars (USD 100,000,000) equivalent from the World Bank toward the cost of Improvement of Solid Waste Management to Support Regional and Metropolitan Cities Project and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project.

The objective of the Project is to improve solid waste management services for urban populations in selected cities across Indonesia. The project will support the creation of a nation-wide, scalable platform for improving solid waste management performance that is adaptable for a variety of different urban contexts in Indonesia. The project would prioritize its initial investment financing available to one of the most urgent urban contexts: Citarum River Watershed and will also provide technical assistance to additional local governments outside of the Citarum River Watershed.

The project will include the following components:

Institutional and Policy Development Integrated Planning Support and Capacity Building Support for Local Government and Communities Solid Waste Infrastructure in Selected Cities Implementation Support and Technical Assistance

The Project will require important assignments of advisory services for designing local government regulations and tariffs to local governments and technical assistance to cities selected for physical infrastructure investments (and all other identified cities), for developing feasibility studies and detailed engineering designs for priority investments. The project will also finance the project management during implementation, construction supervision consultants, monitoring and evaluation, and specific technical assistance for selected cities/district districts of Metro Bandung that have urgent solid waste management infrastructure needs. Based on which, it is envisaged that there will be hiring of major consulting services under components 2 and 4 and construction works under component 3 for construction of integrated solid waste facilities.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, Revised November 2017 and August 2018) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations. The World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.

Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank’s external website and national e-procurement system portal (if required as per the agreed Procurement Plan).
