The Government of Republic Indonesia through Ministry of Religious Affairs/Kementerian Agama (MORA/KEMENAG) has received financing from the World Bank toward the cost of the Realizing Education’s Promise for Improved Quality of Education, and intends to apply part of the proceeds for Education Management Information System (EMIS) Development.
The consulting services (“the Services”) will assists the PMU – Realizing Education’s Promise with detail of scope of works as follows: (i) Conduct an EMIS system development process according to SCRUM's methodology; (ii) Assist Product Owner in preparing product backlog based on EMIS Business Requirements Document (BRD); (iii) Creating technical proposal based on the product backlog in the form of a Technical Design Document (TDD) which includes methodology and technology development, software and hardware architecture, integration guide and data structure. TDD must be constantly updated throughout the project; (iv) Developing EMIS system comply to EMIS system specifications; (v) On one hand the data on the EMIS system functions as a reference for other systems for both KEMENAG's internal systems and systems that are outside KEMENAG, while on the other hand EMIS system also requires data from other systems, such as data from DAPODIK system of Ministry of Education and Culture. Therefore, selected consultant/firm must perform data cleansing and compile a data dictionary to standardize all data referring to EMIS data and ensure EMIS data uniformity with other systems that EMIS refer to; (vi) Providing all user manual documentation related to EMIS operations to facilitate the user in using and adjusting; (vii) Perform all integration and testing activities needed to ensure all functions and modules work properly; (viii) Integration and testing must be carried out by following the standards set out in the Systems Development Life Cycle (SDLC) including producing the documents required in these standards; (ix) Providing server environment services and installing the EMIS system on the server environment; (x) Provide training and workshops on the use of the EMIS system, followed by providing guidance by placing implementors in the KEMENAG environment for a period of 6 months after go-live; (xi) Provides support when the system goes live; and (xii) Provide work progress reports regularly. The services periods for eleven (11) months with estimated input of 76 MMs of Key Experts. The Ministry of Religious Affairs/Kementerian Agama(MORA/KEMENAG) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (i) Core business and establishment of firm consisting of Core business of firm and establishment year; (ii) Financial and managerial capability consisting of firm bank account for the last three months, management capacity of firm and number of available IT expert; and (iii)Technical competency consisting of number and value of contracts firm’s specialization vis a vis the sectoral focus of the assignment for last 10 years.
The Qualifications and Experience of Key Experts shall not be included in the shortlisting criteria. Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2018 setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the forms of joint venture or a sub-consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
Interested Consulting Firm are required to access the Electronic Procurement System (SPSE) of the Ministry of Religious Affairs (MORA) to register and submit an Interest Statement with the address https://spseicb.kemenag.go.id/eproc-icb/.
