Assignment Titles:  

Market Analysis and Demand Assessments to Support the Extension of the Integrated Tourism Destination: Komodo National Park & Labuan Bajo on Flores Island to Potentially Include: 1) KSPN Komodo-Ruteng; (2) KSPN Kelimutu-Maumere; and (3) Komodo Biosphere Reserve Zone.

The Government of Indonesia has received financing from the World Bank toward the cost of the Indonesia Tourism Development Program.

 

The consulting services (“the Services”) include two separate contracts to be procured under Package 1 (Market Analysis and Demand Assessment to Support the Extension of Integrated Tourism Destination: Borobudur-Yogyakarta-Prambanan) and Package 2 (Market Analysis and Demand Assessment to Support the Extension of Integrated Tourism Destination: Komodo National Park & Labuan Bajo on Flores Island).  The specific objectives of the Consultants Services are the following tasks:

 

Assess the overall tourism growth context in Flores Island and its implications for the tourism demand capture and competitiveness of the (2) KSPN and Komodo Biosphere Reserve Zones,

 

Prepare a detailed assessment of the demand and supply conditions for each of the (2) KSPN and Komodo Biosphere Reserve Zones that will impact future growth in visitors within the parameters outlined by the GoI,

 

Develop detailed projections for the scale, origin and characteristics of future visitor demand at each destination as well as the scale and nature of investment required to meet this demand,

 

Determine the infrastructure requirements at the destination level including the identification of gaps and timing required to fill the gaps identified.

 

The Services are expected to start in December 2020 and be performed during a period of 3 (three) months. The total estimated level of effort under each package is approximately 10 technical experts/specialist international and national.

 

Regional Infrastructure Development Agency now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services, i.e. firm profile and description of similar projects, including project title, project location/country, name of client, type of services provided and brief description of the services, period of contract (starting date and completion date) and contract value.

 

 

The shortlisting criteria for this contract package having relevant experiences in 7 (seven) last year as follows:

 

1) Market Analysis / and Demand Analysis for Tourist Destinations;

2) Feasibility Study of Tourism Development for Tourism Destinations; and

3) Development of Infrastructure Development Plans for Tourism Destinations.

 

All criteria are critical and mandatory and must be met as a minimum in order to be considered further in the shortlisting process.  

 

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers [July 2014] (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications not more than 3 Firms for sub-consultancy for the purpose of shortlisting, the qualifications of sub-consultants will not be considered in the EOI evaluation.

 

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.

 

Interested Consultant firms  are required to access the electronic procurement system (SPSE) of Ministry of Public Works and Public Housing (MPWH) to register and to submit EOI  [https://spseicb.pu.go.id/eproc-icb/].
