Assignment Title:   Consulting Services for National Project Management Consultant (NPMC) Improvement of Solid Waste Management to Support Regional and Metropolitan Cities (ISWMP)

The Directorate of Sanitation, Directorate General of Human Settlement, Ministry of Public Works and Housing has received financing from the World Bank toward the cost of the Improvement of Solid Waste Management to Support Regional and Metropolitan Cities Project, and intends to apply part of the proceeds for consulting services.

 

The key objective of this consulting services (“the Services”) is to support and provide technical assistance to the CPMU and CPIU’s in managing the overall ISWMP program and ensuring the achievement of the program objectives and key performance indicator (KPIs) in quality and timely manner.  The expected Services include but not limited to:

 

Providing overall program management; Preparing TOR’s for consulting services of the Component 2; Conduct review of the cities and district readiness of Component 3; Support the evaluation on the implementation of waste management policy and strategy at cities/regency level; Strengthening roles of CPMU and CPIU’S; Supporting program planning; Providing technical support and guidance in technical solid waste infrastructures, local government institutional development, gender, social and environmental safeguard; financial; procurement, supervision, monitoring and evaluation etc.; Coordinate with CPIU’S to ensure a good quality of ISWMP. Establishing knowledge management; Carrying out regular supervision and monitoring; Developing of program and strategy for collaboration to support improvement of solid waste services in participating district by 2025; Developing various innovative program particularly related to gender and climate change; Supporting the National Working Group of Water and Sanitation (POKJA AMPL) and steering committee (PPAS) to develop advocacy strategy and implementation plan for achieving universal solid waste management access in urban areas, etc.

 

The estimated (minimum) level of effort (inputs) of the key experts are 576 professional-staff months over an estimated implementation period of 50 (fifty) months.

 

The detailed Terms of Reference (TOR) for the assignment can be obtained at the address below after registering to SPSE system.

 

The final TOR will be also provided to the shortlisted firms as part of the Request for Proposal (RFP).

The Directorate of Sanitation, Directorate General of Human Settlement, Ministry of Public Works and Housing now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

 

* Experience in carrying out similar assignment in the last 10 (ten) years. The similarity shall be based on the comparable scope and nature of the services, complexity of the assignment, including strong technical and managerial capability in providing related consulting services of large-scale infrastructure project, e.g. feasibility studies, project management, engineering services, construction supervision, financial management, procurement services, and social and environmental studies;  * Experience at least 3 (three) solid waste infrastructure and/or management projects in Indonesia or in the same region in the last 10 (ten) years. * Availability within the firms of permanent expert/professional staff relevant to the assignment.

 

Key Experts will not be evaluated at the shortlisting stage and therefore the permanent expert/professional staff do not necessarily have to be assigned for this Services at this stage.

 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Qualification and experience of sub-consultant will not be evaluated at any stages of the selection process.

 

A Consultant will be selected in accordance with the Consultants Quality and Cost-based Selection (QCBS) method set out in the Procurement Regulations.

 

Interested Consultant firms are required to access the electronic procurement system (SPSE) of Ministry of Public Works and Housing (MPWH) to register and submit EOI [ http://spseicb.pu.go.id/eproc-icb/ ]
