Assignment Title: PREPARATION OF DETAILED DESIGN AND TENDER DOCUMENTS OF MATENGGENG PUMPED STORAGE PROJECT

The Republic of Indonesia has received financing from the World Bank toward the cost of Indonesia: Pumped Storage Technical Assistance (LN.8057-ID) and currently finalizing a new financing also from the World Bank to finance the under-preparation Development of Pumped Storage Hydropower in Java Bali System Project (P172256). PLN  intends to apply part of the proceeds of these two loans for consulting services.

 

The consulting services (“the Services”) are to undertake Preparation of Detailed Design and Tender Documents of the proposed Matenggeng Pumped Storage Project.  The proposed Project is located in Cimancing River (Upper Dam) and Citeuteul River (lower Dam), one of the tributaries of Citanduy River in West Java, approximately 300 km southeast of Jakarta, and consists of the following main project features:

 

An upper RCC dam with a maximum height of 88 m and a crest length of 279 m. Power waterway consisting of two intakes, two 0.7 km long headrace tunnels, two 200 m long buried penstocks, two 350 m high vertical penstocks, and two 1.6 km long tailrace tunnels. An underground power station housing four pump-turbine units with a total installed capacity (generating) of 943 MW. A lower CFRD with a maximum height of 57 m and a crest length of 388 m.

 

A Feasibility Study on the Project, including topographical mapping of the Project Area through LiDAR survey and extensive geological investigations, was completed in 2018. The consulting services (“the Services”) are to undertake preparation of detailed design and tender documents of the Project through the following phases (the division into two phases is due to separate financing sources) and stages:

 

Phase I:

Stage I: Review of the Feasibility Study and Scope of Works for Additional Investigations Stage IIA: Additional Investigations in Phase I

Phase II

Stage IIB: Additional Investigations in Phase II Stage III: Detailed Design Stage IV: Tender Documents Stage V : Procurement Process

 

The Consultant shall also assist PLN with the procurement all of contract packages in Stage V; Civil Works including access road (FIDIC’s Red Book), Electromechanical Equipment (FIDIC’s Yellow Book), Hydraulic steel structure Equipment (FIDIC’s Yellow Book) and Transmission Line (FIDIC’s Yellow Book). The Consultant shall also carry out (through subconsultants), and manage and supervise, the following additional investigations:

 

Geological investigations including drilling, seismic survey, excavation of exploratory adits, and plate load and block shear tests Topographical survey of the proposed access roads and transmission line route Meteorological and hydrological surveys

 

PT. PLN (Persero) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. i.e. presenting consultant/firm profile, description of similar assignments (completed with assignment title, assignment location/country, name of employer/client, type of services provided, period of contract (starting date and completion date), and contract value), etc. The shortlisting criteria are:

 

Having similar experience and successfully completed at least three (3) international (outside the home country) contracts in Hydro Projects or Pumped Storage Projects, of which one (1) in similar tropical conditions as Indonesia in the last ten (10) years, in undertaking preparation of: Detailed design and tender documents for Civil Works including Access Road, according to FIDIC’s Red Book (or the MDB version), for Hydro Projects or Pumped Storage Project with RCC dam with heights over  50 m, CFRD dam with heights over 50 m, tunnel lengths over 1 km and underground power house; Detailed design and tender documents for Electromechanical Equipment, according to FIDIC’s Yellow Book, for Hydro Projects or Pumped Storage Projects with an installed capacity of at least 200 MW; Detailed design and tender documents for Hydraulic Steel Structure Equipment, according to FIDIC’s Yellow Book, for Hydro Projects or Pumped Storage Projects with an installed capacity of at least 200 MW; and Detailed design and tender documents for Transmission Line, according to FIDIC’s Yellow Book, for 500 kV (or higher) Transmission Lines. Having experience in (i) Stability analysis, including 3D dynamic analysis, of RCC dams and CFRD dams, (ii) Deformation analysis (rock mass model) of underground powerhouse caverns, (iii) Seismic hazard analysis, (iv) Preparation of Geotechnical Baseline Report (GBR) and (v) Hydraulic Transient Analysis.  The above five experiences can be in the above two indicated Projects or Multi-Discipline Projects.

 

The Consultant may associate in the form of a joint venture or a sub-consultancy to enhance their qualifications. The experience of the Joint Venture partners (and not that of the sub-consultants) will be considered for the purposes of shortlisting.

Firms who have already submitted EOI documents before submission of this revised REOI are allowed to resubmit to add relevant information.

A Consultant will be selected in accordance with Quality-and Cost Based Selection (QCBS) method set out in the Consultant Guidelines. Expressions of interest must be delivered in a softcopy to the address below by Sept 15th, 2020 and Firms are still responsible to deliver a hardcopy.
