Assignment Title: City Positioning and Economic Development Study

The Government of Indonesia has received for financing from the World Bank toward the cost of the National Urban Development Project (NUDP) and intends to use part of the proceeds for consulting services to be procured under Component 1 of the program: City Positioning and Economic Development Study.


The Government of Indonesia requires the services of a firm to conduct a study, wherein the main objectives of the proposed consultancy service are to scan the economic landscape (scan key clusters and sectors in the city and their respective competitiveness and potential), map the NUDP cities against global benchmarks in competitive indicators and capital assets, to determine their current position, estimate their potential future position, formulate vision and policies for taking them on a path in stages for their economic growth trajectory to its fullest potential and in alignment with Indonesia’s national and regional economic objectives and support urban policy development, in consultation with relevant officials and the public. The Cities Positioning Study will:
1. Provide a high-level understanding of the approximate size of a city, encompassing the full process of urbanization until the city reaches its ultimate population level;
2. Provide an overview of the cities through the lenses of economic competition landscape in the longer term;
3. Define a vision for ultimate city size and carrying capacity, structure, relative roles in the connectivity and capture of transport and trade flows in regional and national economy and analyze its implications;
4. Identify spatial strategies to achieve the optimal outcome for cities in terms of economic growth and job creation through quantitative spatial economic modelling under various scenarios, informed by the competitiveness and growth niche for each city identified in this study; and
5. Inform and provide inputs for the city-level Integrated Planning Package (undertaken in a separate contract)


The output from this NUDP Cities Positioning Study (part of NUDP Sub-component 1.2 Support for the formulation of the national urban policies for promoting integrated urban development) will feed into the Economic Strategy Study (part of NUDP Sub-component 2.2 Support for integrated spatial planning) which forms part of consultancy service contracts for preparing the Strategic Integrated Transport and Land Use Plan (part of NUDP Sub-component 2.2 Support for integrated spatial planning) for NUDP
cities. These strategic plans will be utilized by the cities’ planning authorities to prepare legal planning documents i.e. RPJMD, RTRW.


The presidential priorities on the vision and mission of the government for the next five years presented by the President at the Vision of Indonesia, Sentul International Convention Center (SICC) Bogor, West Java, Sunday (07/14/2019) should be duly be reflected in the outputs, in close consultation with the Ministry of Home Affairs (MOHA).


Prior to initiating the tasks, the Consultant should do a thorough review of related mechanisms and approaches currently used by national and local governments, to ensure that the results are operationalized through legal planning documents, such as RPJMDs and RTRWs.


The Directorate General of Regional Development of the Ministry of Home Affairs now invites eligible consulting firms (“Consultants”) to express their interest in providing the Services. Interested Consultants should submit an Expression of Interest (EOI) providing information demonstrating that they have the required qualifications and relevant experience to perform the Services.


The shortlisting criteria are:
Firms demonstrated having experience of carrying out similar assignments (scope and scale), including the key areas as follows:
a. city competitiveness studies and economic modelling for multiple cities through a national and regional development lens, and
b. spatial-economic strategies at the city level.
c. spatial-economic strategy development (nation-wide),
d. city competitiveness study
e. urban quality improvement
f. urban Spatial Planning
g. urban infrastructure development
h. implementation of policies and strategies for developing urban areas
i. regional economic modelling
j. integrated urban development planning,
k. innovative approaches
l. Compilation of Integrated City Development Plans (Economy including Tourism, Industry, Trade, Social, Urban Infrastructure, Urban Transport)
For the above criteria, interested consultants should be provide information demonstrating that they have the required qualifications  and relevant experience related to the services within the last 10 years,assignment location/country, name of client, detailed description of the services, highlighting the services related to this assignment, period of contract (starting date and completion date) and contract value, along with supporting evidence and verifiable references of having provided such services to past/previous clients. Key experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised on November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.


Consultants may associate with other firms (max. 1 firm), international or national, to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. The qualifications of joint venture partners will be considered in the shortlisting, but not the qualifications of sub-consultants. Please also note that the Consultant (including the individual members of any Joint Venture) can submit only one EOI, either in its own name or as part of a Joint Venture in another EOI. If a Consultant, including any Joint Venture member, submits or participates in more than EOI, all such EOIs shall be disqualified and rejected. This does not, however, preclude a Sub-consultant from participating in more than one EOI.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.


The Services are expected to start in January 2021 and be performed during a period of 18 months.
