GENERAL PROCUREMENT NOTICE

The Government of Indonesia has received a financing in the amount of US$ 100 million equivalent from the World Bank toward the cost of the National Urban Water Supply Project  and it intends to apply part of the allocation to payments for goods, works, related services and consulting services to be procured under this project.

The project will include the following main components: Investment Support for Urban Water Supply Infrastructure Development, Technical Assistance and Capacity Building for Local Governments and PDAMs, Advisory and Policy Development Support for Central Government and Program Implementation and Management Support. The project will procure consulting services for project management, technical supports and studies. There will be five packages of consultants that will support the implementation of NUWSP, comprises of a Central Management Consultant (CMC), a Central Advisory Consultant (CAC), a Technical and Capacity Building Consultant (TACT), and two regional-based Regional Management and Advisory Consultants (RMACs), each will have different areas of expertise and function. These consultants will provide project management support the central, provincial and local government levels. These consultants should be procured using QCBS method. CMC, RMACs, and TACT has finished the procurement processes and started their mobilization in early 2020, leaving only CAC that has yet to be procured. In addition, procurement of works will be procured at provincial level through National Competitive Bidding (NCB) method. 

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (January 2011, revised July 2014), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011, revised July 2014).

Specific procurement notices for contracts to be bid under the National Competitive Bidding (NCB) procedures will be announced in Ministry of Public Works and Housing SPSE electronic system or national newspapers. For contracts of consultancy services, in addition to the above mentioned publication, it will also be published in United Nations Development Business (UNDB online). .
