REQUEST FOR EXPRESSION OF INTEREST


For Selection of Consulting Services to provide:


Technical Assistance for Integrated Planning and Capacity Improvement (TA-IPCI) under Improvement of Solid Waste Management to Support Regional and Metropolitan Cities (ISWMP) Project (TA-IPCI – ISWP) - World Bank, IBRD Loan No. 9024-ID to the Government of the Republic of Indonesia


Reference to Procurement Plan: ID-DITJEN BANGDA-199606-CS-QCBS


The Government of the Republic of Indonesia has received financing from the World Bank toward the cost of the captioned Project, and intends to apply part of the proceeds for this proposed consulting services (“the Services”).


A consulting firm(s) (“Consultants”) will be assigned under the Directorate General of Regional Development (DGRD) Ministry of Home Affairs (MOHA) as one of the Central Project Implementation Unit (CPIU) to carry out the Services.


The scope of the Services include:
a. Preparing the draft of regional government capacity building guidelines in waste management;
b. Preparing the draft of monitoring and evaluation of the regional government capacity building in waste management;
c. Perform planning review in waste sector and preparing the plan action for solid waste management;
d. Formulate/review/renew Provincial and municipal waste sector planning documents;
e. Facilitate public awareness service campaign;
f. Facilitate regional planning documents synchronization (RPJMD, RKPD dan Renstra PD) with technical planning document in waste sector;
g. Facilitate the formulation of AWP and activity(ies) ToR;
h. Facilitating the regional institutional capacity building;
i. Facilitate the enhancement of regional government support in allocating the budget (APBD) for the waste sector;
j. Facilitate role enhancement and coordination function in central and regional level;
k. Facilitate the engagement of business sector in waste handling (Partnership);
l. Undergo internal and external coordination with other consultants in central and regional level, including with the consultants under the MPWH;
m. Perform field inspection and prepare the monitoring and evaluation report; and
n. Prepare consultants' work reports and hand it to the CPIU Ditjen Bina Bangda and Regional Governments;
o. Assist CPIU Ditjen Bina Bangda and Regional Government(s) in implementing all ISWMP related activities.


The selected Consultants are expected to be based in Jakarta and two other cities/ regencies in West Java Province to provide day-to-day technical assistance and facilitation services to the Sub-directorate of Public Works under Directorate for Synchronization of Regional Government Affairs (SUPD) II and the selected participating local governments, i.e. Bandung Regency, City of Bandung, West Bandung Regency, City of Cimahi, Cianjur Regency, Purwakarta Regency, Bekasi Regency and Karawang Regency.


The selected Consultants will be required to mobilize national team for parallel and intermittent assignments according to the project tasks and requirements as specified in the Terms of Reference (ToR), which is available at the following link:

The SUPD II-DGRD now invites eligible Consultants to indicate their interest in providing the Services. Interested Consultants should provide information to demonstrate that they have the required qualifications and relevant experience to perform the Services such as brochures/company profile (indicating the core of business and technical resources) and description of similar assignments (including location/country, name of the Client, type of services provided, contract amount, and period of contract,
including the starting and completion date).


The estimated number of professional staff-inputs is 480 staff-months, which will be carried during 2021- 2025.

The shortlisting criteria are:
1. Experience in carrying out similar assignments in the last 10 (ten) years. The similarity shall be based on the comparable scope and nature of the services, including complexity of the assignment, under regional development and/or infrastructure project in similar geographic area and/or other developing country; and
2. Strong technical and managerial capability of the firm in terms of (i) years in core business (technical assistance, advisory services, and facilitation services, including trainings and capacity building), and (ii) availability of technical resources, including permanent staffs with skills and expertise relevant for this assignment.


Note that Key Experts’ qualification and experience will not be evaluated at the shortlisting stage.


The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” of July 2016, Revised November 2017 and August 2018, setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: The Consultants, including its KeyExperts, which have been selected as the National Project Management Consultant (NPMC) under the same Project (ISWP), shall not participate in this Procurement process, in any capacity, including subconsultancy


Consultants may choose (but not mandatory) to associate with other firms (max. 3 firms) in the form of a joint venture to enhance their qualifications or a sub-consultancy to support their Services.


In such case, the expression of interest (“EOI”) must explicitly specify whether the association is in the form of a joint venture and/or sub-consultancy. In the case of joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. The lead firm and other members firm appointed to represent the joint venture must be clearly identified. Only qualifications and experience of members of joint venture, but not of sub-consultants, shall be considered in the EOI evaluation process.


A Consultant will be selected in accordance with the Consultants Quality and Cost-based Selection (QCBS) method set out in the Procurement Regulations.
