 Invitation for Bids

1.    The Kingdom of Cambodia has received financing from the Asian Development Bank (ADB) towards the cost of Second Decentralized Public Service and Financial Management Sector Development Program, Subprogram 1. A portion of this financing will be applied for eligible payments under the contract named above. The bidding is open to Bidders from eligible source countries of the ADB.

2.    The Ministry of Interior / National School of Local Administration (the “Purchaser”) invites sealed bids from eligible Bidders for the Procurement of Two (2) Four-Wheel Drive Pickup Vehicle (“the Goods”). 

3.    Open Competitive Bidding (National Advertisement)^[1] will be conducted in accordance with ADB’s Single-Stage: One-Envelope procedure and is open to all Bidders from eligible source countries as described in the Bidding Document.

4.    Only eligible Bidders with the following key qualification should participate in this Bidding:

•       The Bidder has satisfactorily completed at least two (2) contracts for supply of similar goods in the preceding three (3) years (from November 2018 to October 2021) of not less than US$ 45,000.00.

•       The Bidder has completed contracts of similar in nature and complexity of total cumulative amount equal to at least US$ 144,000.00 in the preceding two (2) years.

•       The Manufacturer of the offered goods, if a different entity from the Bidder, has experience of at least three (3) years in the manufacturing of similar goods.

•       The Bidder has availability of liquid assets through either: 

(a)  access to a line of credit or cash in bank account of an amount at least US$ 36,000.00, net of other contractual commitments; or

(b)  credit terms with vendors specifically for the goods to be supplied under the contract, and valid for at least six (6) months after the deadline date for submission of bids specified in ITB Clause 21.

The qualification criteria are more completely described in the Bidding Document.

5.    Interested eligible Bidders may obtain further information from Ministry of Interior, National School of Local Administration (NASLA), Norodom Boulevard, Phnom Penh, Cambodia and inspect the Bidding Documents at the address given below from 8:00 to 17:00 hours.

6.    A complete set of Bidding Documents in English may be purchased by interested Bidders on the submission of a written application to the address given below and upon payment of a non-refundable fee US$ 31. The method of payment will be deposit to bank account No.000000013535, Account Name: Ministry of Economy and Finance at National Bank of Cambodia. The Bidding Documents may be collected in person at the discretion of the Bidder. Other than payment of the non- refundable fee specified above, there shall be no other conditions for purchase of the Bidding Documents. 

7.    In case of any difficulty in purchase of the Bidding Documents, interested parties may contact in writing and also send a copy of the communication to:

8.    Deliver bids:

•       to the address below

•       on or before the deadline: 3 March 2022, 10:00 hours local time

•       together with a Bid Security as specified in the Bidding Documents.  

Late bids will be rejected. Bids will be opened immediately after the deadline, in the presence of Bidders’ representatives who choose to attend. 

9.    The Government and/or the Development Partner will respectively declare a Bidder ineligible either indefinitely or for a stated period of time, to be awarded a contract financed by them, if it at any time they determine that the bidder has engaged in corrupt or fraudulent, coercive, collusive or obstructive practices in competing for or in executing a contract.
