Objective and Purpose of the Assignment

Purpose of the Assignment:
The purpose of the assignment is to develop the NASLA Curriculum and Course materials to ensure 
high quality teaching and training; and to professionalize the NASLA staff and establish core 
operations.
The scope of services are (i) to develop the NASLA Curriculum and Course materials to ensure high 
quality teaching and training; and (ii) to professionalize the NASLA staff and establish core 
operations.
Major activities under development of the NASLA Curriculum and Course materials to ensure high 
quality teaching and training are:
1.	Job analysis of SNA positions to determine needs
2.	Review and revise framework for competency standards and job description for SNA staff
3.	Skills development and accreditation program for SNA positions and quality assurance framework 
for all training
4.	Development of training courses and materials to agreed competency standards
5.	Development of course director training program for high quality teaching standards
6.	Establish a research training program
7.	Pilot courses and roll out into NASLA program
Major activities under professionalization of the NASLA staff and establishment of core operations 
are:
1.	Diagnostic of 'skills gaps' or training needs assessment of NASLA staff
2.	Development of job description and operational procedures for NASLA staff
3.	Modular training to NASLA staff on finance, administration, assessment, and curriculum framework 
designed and delivered
4.	Operational manual for NASLA developed including sections on finance, administration, 
procurement, recruitment, IT systems management, and quality assurance framework
5.	Peer-to-peer links with similar training institutes and line ministries established for 
knowledge exchange
