SERVIÇOS DE CONSULTORIA (PESSOA JURÍDICA)

OBJETO: SERVIÇOS DE CONSULTORIA PARA REALIZAÇÃO DO DIAGNÓSTICO DE 52 (CINQUENTA E DUAS) ORGANIZAÇÕES DA AGRICULTURA FAMILIAR (OAF) E SUA BASE PRODUTIVA, NAS REGIÕES DE PLANEJAMENTO DO ESTADO DO CEARÁ, NOS SEGUINTES MUNICÍPIOS: ALTANEIRA, ARARIPE, BAIXIO, BARBALHA, BARRO, BREJO SANTO, CAMPOS SALES, CARIRIAÇU, CEDRO, CRATO, GRANJEIRO, IPAUMIRIM, JARDIM, JATI, JUCÁS, MAURITI, MILAGRES, NOVA OLINDA, PORTEIRAS, POTENGI, SABOEIRO, SALITRE E SANTANA DO CARIRI, NO ÂMBITO DO PROJETO DE DESENVOLVIMENTO RURAL SUSTENTÁVEL – PDRS/ PROJETO SÃO JOSÉ III – 2ª FASE. 1. A Secretaria da Casa Civil torna público que o Governo do Estado do Ceará, através da Secretaria do Desenvolvimento Agrário – SDA/CE recebeu um financiamento do Banco Internacional para reconstrução e Desenvolvimento - BIRD para custear o Projeto de Desenvolvimento Rural Sustentável – PDRS/Projeto São José III 2ª Fase e pretende aplicar parte dos recursos para os serviços de consultoria.

2. Os Serviços de Consultoria Pessoa Jurídica incluem a realização de 52 (cinquenta e dois) diagnósticos de OAF e sua base produtiva, distribuídos por município, no prazo de 5 (cinco) meses, com previsão de início do serviço em agosto de 2022. Tais serviços compreendem: a) Identificar e avaliar a Organização da Agricultura Familiar - OAF quanto às capacidades de gestão do empreendimento e dos negócios, atividades econômicas desenvolvidas; b) Realizar a Análise de Maturidade da OAF identificando as vulnerabilidades e fortalezas em cada uma das áreas a serem diagnosticadas; c) Avaliar a base produtiva quanto aos principais produtos produzidos, produtividade.

3. A Comissão Especial de Licitação 04 – CEL 04, em nome da SDA, convida empresas elegíveis de consultoria (“Consultoras”) a expressar o seu interesse em executar os Serviços. As Consultoras Interessadas deverão fornecer informações demonstrando que elas possuem as qualificações exigidas e relevante experiência para executar os Serviços. Os critérios da Lista Curta são os seguintes:

1. Tempo de constituição da empresa e/ou consórcio e período mínimo de 5 (cinco) anos de experiência na área objeto;
2. Experiência em elaboração de diagnósticos quantitativos e qualitativos de produtores da agricultura familiar para justificar tecnicamente a formulação de planos de negócios e investimentos;
3. Experiência com formulação de planos de negócios e/ou outras intervenções para apoiar a inserção de organizações de produtores agropecuários da agricultura familiar nos mercados locais, regionais e nacionais;
4. Experiência com elaboração de diagnósticos de benchmarking de capacidades de gestão para negócios de organizações de produtores rurais da agricultura familiar (cooperativas, associações, outros);
5. Demonstrar possuir capacidade gerencial e técnica para coordenar eficientemente uma equipe multidisciplinar de profissionais com todos os perfis necessários para a execução dos serviços;

3.1. Os Especialistas Principais relacionados no ítem 9.1 do Termo de Referência não serão avaliados nesta etapa de formação da Lista Curta.

4. As Consultoras poderão se associar com outras empresas com o fim de melhorarem as suas qualificações, todavia, deverão indicar claramente se a associação será na forma de joint venture (consórcio) ou subcontratação. No caso de joint venture (consórcio), todos os seus membros deverão ser conjuntamente e solidariamente responsáveis pelo contrato integral, se a joint venture (consórcio) for selecionada.

5. A Consultora vencedora será selecionada de acordo com o método de Seleção Baseada na Qualidade e no Custo - SBQC, como estabelecido no Regulamento de Aquisições do Banco Mundial.

6. 7. As Manifestações de Interesse deverão ser endereçadas à Comissão Especial de Licitação – CEL-04 e entregues pessoalmente ou enviadas, por Correio/SEDEX para o endereço adiante indicado, ou ainda enviadas para o e-mail: cel04@pge.ce.gov.br, nos formatos: odt, doc, pdf, xls, dwg ou jpg, no tamanho máximo de 6MB, até às 16h do dia 29 de março 2022.

8.As Consultoras Interessadas deverão dar a devida atenção à Seção III, parágrafos 3.14, 3.16 e 3.17 do Regulamento de Aquisições para Mutuários de Operações de Financiamento de Projetos de Investimento do Banco Mundial, datado de julho de 2016, revisado em novembro de 2017 e agosto de 2018 (“Regulamento de Aquisições”), que estabelece a política do Banco Mundial sobre conflito de interesse. Salientamos ainda,  que se observe as seguintes informações específicas sobre conflito de interesses relacionadas a estes Serviços, conforme o parágrafo 3.17 do Regulamento de Aquisições disponibilizado no llink-:www.worldbank.org/procurement/standarddocuments.

A Manifestação de Interesse não pressupõe qualquer compromisso de contratação. A Consultora será selecionada de acordo com o Regulamento de Aquisições para Mutuários de Operações de Financiamento de Projetos de Investimento.

ASSIGNMENT TITLE: CONSULTING SERVICES FOR THE DIAGNOSIS OF 52 (FIFTY-TWO) FAMILY FARMING ORGANIZATIONS (OAF) AND THEIR PRODUCTIVE BASE, IN THE PLANNING REGIONS OF THE STATE OF CEARÁ, IN THE FOLLOWING MUNICIPALITIES: ALTANEIRA, ARARIPE, BAIXIO, BARBALHA, BARRO, BREJO SANTO, CAMPOS SALES, CARIRIAÇU, CEDRO, CRATO, GRANJEIRO, IPAUMIRIM, JARDIM, JATI, JUCÁS, MAURITI, MILAGRES, NOVA OLINDA, PORTEIRAS, POTENGI, SABOEIRO, SALITRE AND SANTANA DO CARIRI, IN THE SCOPE OF THE SUSTAINABLE RURAL DEVELOPMENT PROJECT - PDRS/ PROJETOS SÃO JOSÉ III - 2ª FASE. 1. The Casa Civil Secretariat makes public that the State Government of Ceará, through the Secretariat of Agrarian Development (“SDA/CE”), has received financing from the World Bank toward the cost of the  Sustainable Rural Development Project –  Phase II (“PDRS - Projeto São José III”) and intends to apply part of the proceeds for consulting services.

2. The consulting services (“the Services”) include the execution of 52 (fifty-two) diagnosis of the OAFs and their productive base, distributed by municipality, within 5 (five) months, with services expected to begin in August 2022. The services also comprehend a) Identify and evaluate the Family Farming Organization - OAF in terms of enterprise and business management capabilities and economic activities developed; b) Carry out OAF Maturity Analysis, identifying vulnerabilities and strengths in each of the areas to be diagnosed; c) Asess the productive base in terms of the main products produced and productivity.

3. The Special Bidding Committee #04 (“CEL 04”), on behalf of the SDA/CE, invites eligible consulting firms ("Consultants") to express their interest in performing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as follows :

1. Time of constitution of the company and/or joint venture and a minimum period of 5 (five) years of experience in the field of the assignment;
2. Experience in elaborating quantitative and qualitative diagnoses of family farming producers to technically justify the formulation of business and investment plans;
3. Experience with the formulation of business plans and/or other interventions to support the inclusion of family farm producer organizations into local, regional, and national markets;
4. Experience with the elaboration of benchmarking diagnoses related to management capabilities for businesses of rural producer organizations in family agriculture (cooperatives, associations, others);
5. Demonstrate managerial and technical capacity to efficiently coordinate a multidisciplinary team of professionals with all the necessary profiles for the execution of the services;

3.1. The Key Experts listed in the Terms of Reference will not be evaluated at the shortlisting stage.

4. 4. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or subconsultancy. In the case of a joint venture, all members of the joint venture shall be jointly and severally liable for the entire contract, if selected.

5. A Consultant will be selected in accordance with the Quality and Cost Based Selection (“QCBS”) method set out in the World Bank’s “Procurement Regulations for IPF Borrowers”.

6. 7. 8.Interested Consultants should pay due regard to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, dated July/2016, revised in November/2017 and August/ 2018 ("Procurement Regulations"), which sets forth the World Bank's policy on conflict of interest. We also emphasize to note any specific conflict of interest information related to these Services, as per paragraph 3.17 of the Procurement Rules made available at the following link: www.worldbank.org/procurement/standarddocuments.
