The Government of Indonesia has received financing in the amount of USD 160 million from the World Bank toward the cost of the Indonesia Disaster Resilience Initiatives Project (IDRIP). The Planning Bureau under National Disaster Management Agency (BNPB) intends to apply part of the proceeds for consultant services, to develop a IDRIP Project Management Services. 

 

The purpose IDRIP Project Management Services is to provide assistance to the Secretariat of CPMU (Central Project Management Unit) for supporting project implementation in BNPB and BMKG (Meteorology, Climatology and Geophysics Agency) in order to run smoothly and in line with the Project Development Objective (PDO) as well as applicable Bank’s guidelines and Government regulations. The objectives of IDRIP Project Management Services activities are, among others:

  1. providing technical and administrative assistance, consulting services, strategic policy considerations, including environmental and social, and fiduciary;
  2. assisting PMUs (Project Management Unit) and PIUs (Project Implementation Unit) in the implementation of project activities in order to achieve IDRIP performance indicators in line with Project Development Objectives (PDO), program performance output indicators (Intermediate Results Framework), and to ensure all social and environmental management are properly applied; 
  3. providing an effective and transparent program monitoring and evaluation system, including management information system (MIS) and complaint handling system; 
  4. assisting Secretariat of CPMU in coordination with the World Bank, SC (Steering Committee), TAC (Technical Advisory Committee) and other related ministries/institutions (K/L) and stakeholders; and
  5. providing recommendations/considerations related to the implementation of IDRIP projects.

 

The consultants will be assigned for approximately 28 (twenty-eight) months. The detailed Terms of Reference (TOR) for the assignment are attached to this Request for Expressions of Interest. 

 

The Planning Bureau, National Disaster Management Agency now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. Interested consultants must provide sufficient description of similar assignments (including location/country, name of the Employer/Client, type of services provided, period of contract, contract amount, starting and completion dates), and availability of appropriate skills among permanent staff, etc.) which covers such following information:

 

  1. Have successfully completed contracts of similar nature, value, and complexity in the same field of experience in the last 10 (ten) years;
  2. Availability within the firm of permanent (i.e. in the firm’s regular payroll) experts/professional staff relevant to the assignment. The consultant may add list of each expert but key experts will not be evaluated at the shortlisting stage;
  3. Provide a statement indicating that consultants have not been involved in any fraud or corruption activities and that no remedial action has been taken against the consultant by any contracting authority or donor national nor international as result of fraud and corruption.; 

 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.     

 

Consultants may choose (but not mandatory) to associate with other firms (max. 3 firms including lead partner) in the form of a joint venture or a sub-consultancy to enhance their qualifications. In case of an association, the EOI must explicitly specify whether the association is in the form of a Joint Venture (all members shall be jointly and severally liable for the entire assignment), or sub consultancy. In case of joint venture, the member firm appointed to represent the joint venture must be clearly identified. Only the qualifications and experience of members of joint venture, but not of sub-consultants, shall be considered in the EOI evaluation process.

 

A Consultants will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.

Expressions of interest must be submitted electronically through SPSE system of National Disaster Management Agency latest by April 20, 2022.
