Consultoría de Gestión Técnica (TMC) para apoyar a la Dirección General de Asentamientos Humanos (DGHS)

The Government of Indonesia has received financing in the amount of USD 300 million from the World Bank toward the cost of the Indonesia Tourism Development Project (ITDP). The Directorate General of Human Settlements under Ministry of Public Works and Housing intends to apply part of the proceeds for consultant services, namely Technical Management Consultant (TMC) to Support Directorate General of Human Settlements (DGHS).

The consulting services (“the Service”) include support and assist the PMU/PIU under DGHS in managing the implementation of Component 2. Specific objectives would include but not limited to: (i) prepare and/or review technical documents for tourism related and basic services infrastructure such as public space, clean water supply, sanitation, drainage, etc. as indicated in the ITMP documents; (ii) support preparation of AWP and project readiness criteria document; (iii) ensure compliance with the environmental and social safeguards framework (ESMF) throughout project preparation and implementation ; (iv) assist to the preparation and implementation of procurement; (v) assist PMU and PIUs to manage construction contracts. The TMC will be based in Jakarta for supporting 6 (six) destination for batch-1 in Lombok, Toba, and Borobudur-Yogyakarta-Prambanan and batch-2 in Bromo-Tengger-Semeru, Komodo National Park & Labuan Bajo, and Wakatobi. The services are expected to start in June 2022 and be performed during a period of 18 (eighteen) months. The total estimated level of effort is approximately 192 man-months professional staff. The draft of Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest.

The Directorate General of Human Settlements, Ministry of Public Works and Housing now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience in the last 10 (ten) years to perform the Services, i.e. presenting firm profile and description of similar assignments, including assignment title, assignment location/country, name of employer/client, type of services provided and brief description of the services, period of contract (starting date and completion date), contract value, and percentage of sharing contract (if any). Similar assignments refer to similar scope of works.

The shortlisting criteria are relevant experience of the firm in:

  1. Project Management at the National Level related Human Settlements project;
  2. Planning of infrastructure development/water supply/sanitation, including: feasibility study; detailed engineering design; preparation of social safeguard documents; and/or preparation of environmental safeguard documents;
  3. Experience in construction supervision of infrastructure development/water supply/sanitation;
  4. Advisory/technical management at National Level related infrastructure development/water supply/sanitation.

Additional requirements that should be fulfilled by the Consultants:

  1. Experienced, have at least 1 (one) similar contract with a minimum contract value according to this project
  2. Availability within the firm of permanent (i.e. in the firm’s regular payroll) experts/professional staff relevant to the assignment. Key Experts will not be evaluated at the shortlisting stage;
  3. Provide a statement indicating that consultants have not been involved in any fraud or corruption activities and that no remedial action has been taken against the consultant by any contracting authority or donor national nor international as result of fraud and corruption.

 

All criteria are critical and mandatory and must be met as a minimum in order to be considered further in the shortlisting process.

 

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, Jan 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.    

 

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. However, the qualifications of sub-consultants will not be considered in the EOI evaluation. Only one (1) EOI shall be submitted by a consulting firm either as a single

firm or as part of a JV. If a consulting firm participates in more than one EOI (i.e., if a consulting

firm submits EOI as a single firm and also as a member/partner of a JV), all such EOIs will be rejected.

 

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the  Consultant Guidelines.

 

Interested Consultant firms are required to access the electronic procurement system (SPSE) of Ministry of Public Works and Housing (MPWH) to register and to submit EOI [http://spseicb.pu.go.id/eproc-icb/]. Further information can be obtained at the address below during office hours 09.00 AM to 05.00 PM. 

 

Expressions of interest must be submitted electronically through SPSE ICB system of Ministry of Public Works & Housing latest by April 25, 2022 at 17.00 (GMT +7).
