Assignment Title: Individual Consultant Services for Data Center

Reference No.: ID-BMKG-287365-CS-INDV

 

The Government of Indonesia has received financing in the amount USD160 million from the World Bank toward the cost of the Indonesia Disaster Resilience Initiative Project, and intends to apply part of the proceeds for individual consulting services namely Individual Consultant Services for Data Center.

The scope of work for Individual Consultant Services for Data Center under the supervision of the PPK of Planning Bureau divided into several stages:

  1. Preparation is preparing for the activity implementation, including coordinating with stakeholders, the technical team, other related parties to agree on work plans, work implementation methodologies and work outputs as well as drafting the concept of Data Centre Infrastructure IDRIP BMKG.
  2. Scope of Works:
    • Preparation is to prepare for the implementation of activities, including coordinating with stakeholders, technical teams, other related parties to agree on work plans, work implementation methodologies and work outputs as well as develop a Data Center Infrastructure Procurement concept with a tier 3 classification.
    • Implementation:
      • Designing a Tier-3 Data Center.
      • Prepare Business Continuity Plan (BCP) and Disaster Recovery Planning (DRP) documents for critical activities in Data Center Infrastructure Procurement.
      • Prepare recommendations for equipment which must be fulfilled in the Tier-3 Data Center Infrastructure Procurement.
      • Making Terms of Reference and Drafting the Budget required for the Procurement of Tier-3 Data Center Infrastructure.
      • Conduct assessment for the current Data Center infrastructure.
      • Analyze the results of the assessment and the methods used in the implementation of Tier-3 Data Center Infrastructure Procurement.
      • Provide strategic technical advice related to all phases of activity implementation discussing options and possible solutions with PIU (if needed).
      • Monitoring the implementation of Data Center Infrastructure Procurement activities as well as evaluating for continuous project improvement.
    • Evaluation and Activity Report:
      • Coordinate routine review activities of the of project implementation evaluation results with related parties, such as providers, users and others.
      • Coordinate closely with the head of PMU and PIU in reporting on Data Center Infrastructure Procurement activities and contribute to addressing the problem of work activities which requires strategic input on a regular basis.
      • Preparation of Activity Result Report
  3. Output:
  • Business Continuity Plan (BCP) and Disaster Recovery Planning (DRP) documents for critical activities in tier 3 Data Center Infrastructure Procurement.
  • Tier 3 Data Center design report
  • Reports on the results of the activities implementation on a regular basis, post-activity reports in the form of final activity reports and or other similar reports.
  • Monitoring documents and implementation strategies for Data Center Infrastructure Procurement activities with clear, implementable directions and inputs.
  • Other documents including presentations, meeting notes and review of documents related to Data Center Infrastructure Procurement.
  • Input for Data Center Infrastructure Procurement Activities – Terms of Reference and relevant tender procurement documents as part of the preparation with technical input from stakeholders and other relevant technical specialists.

The consultant will be assigned approximately for 6 (six) months. The expected commencement of service is July 2022.

The Terms of Reference (TOR) for the primary procurement stage for the assignment are attached to this request for expressions of interest.

The Meteorology, Climatology and Geophysics Agency (Badan Meteorologi, Klimatologi dan Geofisika-BMKG) now invites eligible individual consultant (“Consultants”) to indicate their interest in providing the Services.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • 1 (one) expert in the IT field with a Masters Degree (S2) education qualification with minimum 16 (sixteen) years experiences or Doctoral Degree (S3) education qualification with minimum 12 (twelve) years experiences, a university/college graduate or equivalent in the field of Information Technology or equivalent.
  • Experienced as Data Center consultant at least 2 (two) years accumulated proven by contact document.
  • Has CDCP (Certified Data Center Professional)certification or equivalent.
  • Experienced in preparing Business Continuity Plan (BCP) and Disaster Recovery Planning (DRP).
  • Have the ability to identify and analyze Data Center Infrastructure Procurement with tier-3 standards.
  • Has TIA-942 Design Consultant (CTDC) certification or equivalent
  • Mastering Data Center technology extensively.
  • Good command of document writing and verbal communication (in English and Bahasa Indonesia).
  • Independent.
  • Preferably have a working experience on government projects funded by foreign loans/grants.
  • Able to work full time

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method described in the Procurement Regulations.
