The Government of Indonesia has received financing in the amount of USD 160 million from the World Bank toward the cost of the Indonesia Disaster Resilience Initiatives Project (IDRIP). The Directorate of Disaster Risk Mapping and Evaluation under the National Disaster Management Agency intends to apply part of the proceeds for consultant services, to develop a Study namely Study of Priority Location Identification and Tsunami Disaster Risk Analysis in The Western Region.
This activity is intended to support the development of the Multi-Hazard Early Warning System (MHEWS) platform through the IDRIP program which conducts capacity mapping of communities and village-level governments in priority locations with a high level of tsunami disaster risk. The program is facilitated by the Directorate of Disaster Risk Mapping and Evaluation. In addition, this activity will also carry out mapping of the response and supporting information from the community and government related to the implementation of ecosystem-based tsunami mitigation.
The program aims to obtain appropriate mitigation concepts based on the characteristics of tsunamis, physical, existing land use, spatial planning, and socio-cultural in priority locations with village analysis units. The output of this technical study is a review document which is then used as information to be a consideration in determining the priority location for community-based tsunami mitigation activities to reduce the risk of tsunamis.
Consulting services are desired to support BNPB in preparing the Study of Priority Location Identification and Tsunami Disaster Risk Analysis in western Indonesia consisting of areas 1 and 2 zones of the IDRIP work area, where region 1 consists of Aceh, North Sumatra, West Sumatra, Bengkulu, Lampung, Banten, West Java, Central Java, Yogyakarta, and East Java, while for region 2 consisting of Bali, West Nusa Tenggara, and East Nusa Tenggara. Consulting services are also requested to perform the following tasks:
The consultant will be assigned for approximately 6 months. The detailed Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest.
The Directorate of Disaster Risk Mapping and Evaluation, National Disaster Management Agency now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. Interested consultants must provide sufficient description of similar assignments (including location/country, name of the Employer/Client, type of services provided, period of the contract, contract amount, starting and completion dates), and availability of appropriate skills among permanent staff, etc.) which covers such following information:
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” in July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may choose (but not mandatory) to associate with other firms (max. 3 firms) in the form of a joint venture or a sub-consultancy to enhance their qualifications. In case of an association, the EOI must explicitly specify whether the association is in the form of a Joint Venture (all members shall be jointly and severally liable for the entire assignment) or sub consultancy. In case of a joint venture, the member firm appointed to represent the joint venture must be clearly identified. Only the qualifications and experience of members of the joint venture, but not of sub-consultants, shall be considered in the EOI evaluation process.
A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
