1. The Royal Government of Cambodia has received financing from the Asian Development Bank (ADB) toward the cost of the Grid Reinforcement Project. Part of this financing will be used for payments under the contract named above. No nationality restrictions apply, other than restrictions arising from Section 1, ITB 4.8 of the Bidding Document.
2. The Electricité du Cambodge (“the Employer”) invites sealed bids from eligible bidders for the design, supply, installation, and commissioning of 230kV and 115kV Outdoor Substations (“the Works”). The Works comprise the following five (5) subprojects as detailed and specified in the Bidding Documents:
a) Subproject SPP1-A 230/115/22 kV Dangkor Substation; Subproject SPP1-B Two 230 kV Line Bays Extension at GS4; Subproject SPP1-C Two 230 kV Line Bays Extension at GS5
b) Subproject SKCN1 230/22 kV Kampong Chhnang Substation Extension
c) Subproject SKCN2 230/22 kV Kampong Tralach Substation
d) Subproject SKPC2 230/22 kV Skun substation
e) Subproject STKO1 230/115/22 kV Samroang Yoang Substation
The Works under the Contract shall be completed within 24 months from the date of contract effectiveness.
3. Open Competitive Bidding (International Advertisement) using ADB’s Single-Stage: One-Envelope procedure and is open to all Bidders without nationality restrictions.
4. To be eligible, Bidders, being a single entity or joint venture, shall have ISO 9001 quality certification and shall meet the following minimum requirements along with other requirements as stated in the Bidding Documents:
● Non-performance of a contract did not occur as a result of contractor default since 1 January 2017.
● Not under suspension based on execution of a Bid Securing Declaration.
● The bidder must have executed within the last ten (10) years in the design, installation and commissioning of a minimum of two (i) outdoor substations ≥ 220 kV; (ii) power transformers ≥ 100 MVA; (iii) SCADA systems.
● Participation as a contractor, Joint Venture partner, or Subcontractor, in one (1) or several contracts that have been successfully or substantially completed within the last seven (7) years and that is similar to the proposed works in which
-- at least six (6) substations from one or several contracts where the accumulated value of the Bidder’s participation exceeds $ 37 million.
-- (ii) among those contracts, at least one (1) contract must be completed within three (3) years from the commencement date.
The similarity of the Bidder’s participation shall be based on the design, supply, and installation and commissioning of 110 kV or above, AIS or GIS substations. At least one (1) contract should have been executed outside the Bidder’s home country.
● To substantiate the above, Bidder shall submit authenticated user’s certificate/s and other relevant document/s in their letterhead indicating their address, telephone & fax number and details of project (i.e., name, address & nationality of customer, details of contract, voltage & equipment, completion period, commercial operation date and contract value.) The net worth and annual turnover for the bidder’s organization or Joint Venture that meet the following criteria: o the Bidder’s net worth for the last year, calculated as the difference between total assets and total liabilities, should be positive.
-- For a single entity, a Bidder’s average annual turnover should be not less than US$ 50 million over the last three (3) years (2019, 2020, 2021). For a joint venture, each partner must meet 25 percent of the requirement and one (1) partner 40 percent.
-- For a single entity, the Bidder’s financial resources, less its financial obligations for its current contract commitments, must meet or exceed USD 5.8 million. For joint ventures, one (1) partner must meet or exceed its required share of USD 2.3 million and each partner must meet or exceed its required share USD 1.4 million

6. To purchase the Bidding Documents in English, eligible Bidders should:
● write to address above requesting for the Bidding Documents; and
● pay a non-refundable fee of US$ 300 by cash.
7. Deliver bids:
● to the address above
● on or before the deadline: 5 October 2022, 10:00 hours local time
● together with a Bid Security as specified in the Bidding Documents.
Late bids will be rejected. Bids will be opened immediately after the deadline, in the presence of Bidders’ representatives who choose to attend.
