INSTITUTIONAL STRENGTHENING FOR IMPROVED VILLAGE SERVICE DELIVERY PROJECT

Assignment Title: Content Development of Learning Management System

Reference No. ID-BINA PEMDES-273283-CS-QCBS

 

The Government of Indonesia has received financing from the World Bank toward the cost of the Institutional Strengthening For Improved Village Service Delivery Project (IBRD Loan 8941-ID), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) includes the following tasks, but not limited to:

  1. Review and map existing MOHA modules for villages and supra-villages target beneficiaries.
  2. Digitize existing modules for LMS testing purposes
  3. Conduct needs assessment with villages and supra-villages stakeholders, representing different geographies and human resource capacities throughout Indonesia.
  4. Develop core curriculum and target competencies for villages and supra-villages in three broad categories: basic, intermediary, and advanced levels. Mapping existing MoHA modules with curriculum and core competencies, identifying gaps and proposing new modules and materials for villages and supra-villages.
  5. Outline of learning approaches (online/offline/mixed learning) and methodologies (lectures/reading/discussions/simulations/games/quizzes/etc.) based on needs assessment, core curriculum, and target competencies.
  6. Revise existing modules and develop new modules for different learning approaches and methodologies for villages and supra-villages, in order of priority: primary, intermediate, and advanced levels.
  7. Conduct pilot testing of modules with villages and supra-village stakeholders
  8. Based on the findings of the pilot testing, make adjustments to modules and materials for different learning approaches and methodologies.
  9. Develop repository for relevant regulations for village development.
  10. Develop pre and post-tests for all modules, to assess mastery of core competencies. Pilot the pre and post-tests to establish a normal statistical distribution.
  11. Work closely with LMS firm to integrate Learning Materials and tests into the LMS Platform.
  12. Develop facilitation manuals and train Master of Trainers
  13. Provide technical support for National (NMC) and Regional (RMC) Implementing Consultants in rolling out training for trainers and conducting spot check monitoring.
  14. Develop a Content Management Plan.
  15. Prepare strategies and action plans and implement the transfer of management and knowledge to the Ministry of Home Affairs.

 

The Content Development Company in carrying out its duties will work closely with The LMS Platform Development Company in integrating learning materials into the LMS platform, and with National Management Consultants (NMC) and Regional Management Consultants (RMC) in launching the Master of Trainers and Trainers training.  

The services are expected to be performed during a period of 23 (twenty three) months. The total estimated level of effort under the services is approximately at 138 technical/professional staff months.

The Ministry of Home Affair, Directorate General Bina Pemdes (CPIU) now invites eligible Consulting Firms to indicate their interest in providing the Services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services, i.e. firm profile and description of similar projects, including project title, project location/country, name of client, type of services provided and brief description of the services, period of contract (starting date and completion date) and contract value.

The shortlisting criteria are:

  1. Experience in carrying out similar assignments in the last 10 (ten) years in the field of learning content creation/development and capacity building of large-scale apparatus. The similarity shall be based on the comparable scope and nature of the services, including complexity of the assignment, the value of the contract experience and
  2. Strong technical and managerial capability of the firm in terms of (i) years in core business, and (ii) availability of technical resources, including permanent staffs with skills and expertise relevant for this assignment.

 

The consultant may add list of its experts but should note that all experts qualifications will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 Revised November 2017 and August 2018, setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other Firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture (max. 2 firms), all partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

Consultant will be selected in accordance with the Section-VII, Open Competitive Selection of Consulting Firm, Clause 7.2 [QCBS] of World Bank’s Procurement Regulations.
