Assignment Title: Development of Learning Management System Platform

Reference No. ID-BINA PEMDES-273280-CS-QCBS

The Government of Indonesia has received financing from the World Bank toward the cost of the Institutional Strengthening For Improved Village Service Delivery Project (IBRD Loan 8941-ID), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) includes the following tasks, but not limited to:

  1. Develop LMS framework for capacity building delivery, including Software Requirement Specifications and timeline for key deliverables 
  2. Develop a human-centered design (HDC) for an LMS targeted to relevant users and stakeholders. 
  3. Develop a comprehensive LMS platform architecture, targeting core learning functionality for village apparatus (village apparatus and BPD), as well as analytics functions and key data dashboards for governments and local governments. 
  4. Develop mobile (Android and iOS) and web-based LMS applications, with online and offline modalities. 
  5. Reviews existing hardware capacity, system applications, compatibility, and functionality to build an LMS that is fully integrated into existing MOHA systems and can be maintained by the MOHA. 
  6. Integration of digital learning content developed by third parties (content development firms) and compiling technical manuals for content development companies to develop digital versions that are compatible with the LMS platform that appeal to users with varying levels of Information Technology literacy, competency levels, and techniques/ways of learning. 
  7. Pilot test the LMS both at the supra village level as a companion / facilitator / trainer and at the village government level as an end user. 
  8. Develop a user interface / user experience (UI / UX) that prioritizes convenience for users and visuals and language that are socially and culturally appropriate. 
  9. Revise the LMS based on the User Acceptance Test (UAT). 
  10. Training and LMS rollout in line with the phased implementation of the Program.
  11. Supervision of the LMS implementation, tracking and sharing key indicators with the Ministry of Home Affairs.
  12. Provision of technical support, supervision, monitoring, and maintenance of the LMS.
  13. Sustainability of LMS operations by the Ministry of Home Affairs / Transfer of LploMS management.

The services are expected to be performed during a period of 23 (twenty three) months. The total estimated level of effort under the services is approximately at 92 technical/professional staff months.

The Ministry of Home Affair, Directorate General Bina Pemdes (CPIU) now invites eligible Consulting Firms (“Consultants”) to indicate their interest in providing the Services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services, i.e. firm profile and description of similar projects, including project title, project location/country, name of client, type of services provided and brief description of the services, period of contract (starting date and completion date) and contract value.

The shortlisting criteria are:

  1. Experience in carrying out similar assignments in the last 10 (ten) years in the field of system/application development related to large-scale learning. The similarity shall be based on the comparable scope and nature of the services, including complexity of the assignment, the value of the contract experience and
  2. Strong technical and managerial capability of the firm in terms of (i) years in core business, and (ii) availability of technical resources, including permanent staffs with skills and expertise relevant for this assignment.

 

The consultant may add list of its experts but should note that all experts qualifications will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 Revised November 2017 and August 2018, setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other Firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture (max. 2 firms), all partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

Consultant will be selected in accordance with the Section-VII, Open Competitive Selection of Consulting Firm, Clause 7.2 [QCBS] of World Bank’s Procurement Regulations.
