The FEDERATIVE REPUBLIC OF BRAZIL has received financing in the amount of US$ $38,000.00 equivalent from the World Bank toward the cost of the ENERGY AND MINERAL SECTORS STRENGTHENING PROJECT II, and it intends to apply part of the proceeds to payments for goods, related services and consulting services to be procured under this project. 

The project will include components with activities to be implemented under the responsibility of the Brazilian Ministry of Mines and Energy (MME), with the execution of the following agencies: 

.  MME – Ministry of Mines and Energy 

.  ANM – Agência Nacional de Mineração 

.  CCEE – Câmara de Comercialização de Energia Elétrica 

.  CPRM – Companhia de Pesquisa de Recursos Minerais 

.  EPE – Empresa de Pesquisa energética 

.  ONS – Operador Nacional do Sistema Elétrico 

Procurements and Consulting Services financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers: “PROCUREMENT IN INVESTMENT PROJECT FINANCING Goods, Works, Non-Consulting and Consulting Services July 2016”, and is open to all eligible bidders as defined in the Regulation (www.worldbank.org/procurement). 

Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online (https://devbusiness.un.org/), on the World Bank’s external website (www.worldbank.org) and the newspapers of wide national circulation, and on the  Institutional web page of Project META at Brazil’s official web page of the Ministry of Mines and Energy (https://www.gov.br/mme/pt-br/assuntos/secretarias/secretaria-executiva/meta-2) [1] 

Component 1 – Technical assistance to increase efficiency, long term infrastructure adequacy and climate resilience in the energy and mining sectors 

CCEE – Câmara de Comercialização de Energia Elétrica 

1. Consultant services for technical studies about supply price formation in several countries (mainly with hydroelectric predominance), evaluating its benefit in relation to the model price formation, aiming to propose a methodology / systematic of supply price formation in the Brazilian electricity sector, including indicating the necessary adjustments to the business environment, regulatory and best business practice arrangements. 

ONS – Operador Nacional do Sistema Elétrico 

1. Consultant services for development and implementation of a methodology to evaluate the costs of the operation of the SIN (Integrated National System) with analysis of impacts in real time and post operation, as well as the measurement of the benefits arising from the performance of ONS. 

1. Consultant services for technical studies to identify changes in the flow regime and the main meteorological variables of interest for the operation of SIN. 

1. Consultant services for Solar Source Generation Prediction: Study of influential variables and prediction model development. 

EPE - Empresa de Pesquisa Energética 

     1. Consultant services for development of technical studies for underground storage of natural gas and secondarily the capture, use and carbon storage. 

Component 2 – Institutional strengthening of energy and mining institutions to establish and implement strategies, policies and regulation 

CCEE – Câmara de Comercialização de Energia Elétrica 

1. Consultant services for modernization of accounting and settlement systems in the Brazilian electricity sector. 

MME – Ministry of Mines and Energy 

1. Consultant services for development of public policy for eletric distributed generation. 

1. Consultant services for utilization of mining waste (Execution in partnership with CPRM) Utilization of Solid Waste and Mining Waste.
