Assignment Title:  Consulting to evaluate the Fleet of Light Vehicles in Brazilian Households, detailing the consignment of its values and its suitability to market characteristics.

The ENERGY RESEARCH OFFICE – EPE, through the MINISTRY OF MINES AND ENERGY – MME, has received a funding from the World Bank to support the Energy and Mineral Sectors Strengthening Project II - META II, and intends to apply part of the proceeds for consulting services.

The consulting service presented here is to evaluate the Light Vehicle Fleet will be developed in two stages:

a) Step 1: Technical Report and preparation of Methodological Note

b) Step 2: Technical Report and with the results obtained in product 1 in statistical evaluation software.

Step 1 will have nine products: i) Preparation of the research. Preparation of research instructions; ii) Development of the collection for the Mobile Device - DMC; iii) Monitoring and support to the training of collection teams; iv) Preparation of the necessary adjustments in the collection instruments; v) Monitoring and verification of collection work; iv) Development of programming codes in statistical software aiming at generating estimates related to the research; v) Expansion of the sample through the SUDAAN software, evaluation and validation of the estimates related to the research; vi) Tabular plan with the estimates related to the research.

And step 2 will have six products: i) Verification of criticisms and imputation procedures related to research, in the statistical software CANCEIS; ii) Analysis of the results of the criticisms and the imputation related to the research, in the statistical software CANCEIS; iii) Generation of the frequencies of the variables, sample and expanded, referring to the research; iv) Development of programming codes in statistical software aiming at generating estimates related to the research; v) Expansion of the sample through the SUDAAN software, evaluation and validation of the estimates related to the research; vi) Tabular plan with the estimates related to the research.

The deadline for delivery of all products, of the two stages, is estimated at 850 days.

The key team of the consultant should be composed of at least two senior consultants, because part of the schedule of steps 1 and 2, will be developed concurrently.

Thus, a consultant will be responsible for developing the Technical Report and preparation of methodological note, and another for developing the Technical Report and with the results obtained in product 1 in statistical evaluation software.

THE ENERGY RESEARCH OFFICE (EPE) invites eligible consulting companies ("Consultants") to express their interest in performing the Services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short list criteria are as follows:

• Time of operation of the company in work related to the research work of vehicle fleet:

o Experience of at least 5 (five) years or have professionals with minimum experience of 05 (five) years in work related to the research of vehicle fleet, addressing the process of preparation and execution of the research, in addition to the development of a Methodological Note for dissemination of results, which should be presented and tabulated.

• Main area of activity of the company:

o Experience in work related to vehicle fleet research, addressing the process of preparation and execution of the research.

• Experience relevant to services:

o Portfolio of previous contracts in the same area of knowledge.

o Experience in generating indicators of ownership and use of light vehicles of the PEFROTA module;

o Conducting research at national level, in at least four national capitals.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant Qualification Selection - CQS method set out in the Procurement Regulations.

A EMPRESA DE PESQUISA ENERGÉTICA (EPE), via MINISTÉRIO DE MINAS E ENERGIA (MME), recebeu um financiamento do Banco Mundial para custear o Projeto de Assistência Técnica dos Setores de Energia e Mineral, e pretende aplicar parte dos recursos para os serviços de consultoria.

O serviço de consultoria ora apresentado visa avaliar a Frota de Veículos Leves será desenvolvido em duas etapas:

a) Etapa 1: Relatório Técnico e elaboração de Nota Metodológica

b) Etapa 2: Relatório Técnico e com os resultados obtidos no produto 1 em software de avaliação estatística.

A etapa 1 terá nove produtos: i) Elaboração da pesquisa. Preparação das instruções da pesquisa; ii) Desenvolvimento da coleta para o Dispositivo Móvel – DMC; iii) Acompanhamento e suporte ao treinamento das equipes de coleta; iv) Elaboração dos ajustes requeridos nos instrumentos de coleta; v) Acompanhamento e verificação dos trabalhos de coleta; vi) Desenvolvimento e estruturação do plano tabular. Seleção de variáveis do plano tabular; vii) Avaliação e validação das estimativas no plano tabular da pesquisa; viii) Análise das informações e elaboração dos comentários do plano tabular da pesquisa; e ix) Elaboração de Notas Metodológicas para a divulgação dos resultados da pesquisa.

E a etapa 2 terá seis produtos: i) Verificação das críticas e dos procedimentos de imputação referente à pesquisa, no software estatístico CANCEIS; ii) Análise dos resultados das críticas e da imputação referente à pesquisa, no software estatístico CANCEIS; iii) Geração das frequências das variáveis, amostra e expandida, referente à pesquisa; iv) Desenvolvimento dos códigos de programação em software estatístico visando a geração das estimativas referente à pesquisa; v) Expansão da amostra por meio do software SUDAAN, avaliação e validação das estimativas referente à pesquisa; vi) Plano tabular com as estimativas referentes à pesquisa.

O prazo previsto para entrega de todos os produtos, das duas etapas, é estimado em 850 dias.

A equipe-chave da consultora deverá ser composta por, no mínimo, dois consultores sêniores, pois parte do cronograma das etapas 1 e 2, será desenvolvido concomitantemente.  Assim, um consultor será responsável por desenvolver o Relatório Técnico e elaboração de Nota Metodológica, e outro por desenvolver o Relatório Técnico e com os resultados obtidos no produto 1 em software de avaliação estatística.

A EMPRESA DE PESQUISA ENERGÉTICA (EPE) convida empresas elegíveis de consultoria ("Consultoras") a expressar o seu interesse em executar os Serviços. As consultoras interessadas deverão fornecer informações demonstrando que elas possuem as qualificações exigidas e relevante experiência para executar os Serviços. Os critérios da Lista Curta são os seguintes:

• Tempo de atuação da empresa em trabalhos relacionados à trabalhos de pesquisa de frota de veículos:
  
  • Experiência mínima de 05 (cinco) anos, ou possuir profissionais com experiência mínima de 05 (cinco) anos em trabalhos relacionados à pesquisa de frota de veículos, abordando o processo de elaboração e execução da pesquisa, além do desenvolvimento de Nota Metodológica para divulgação dos resultados, que devem ser apresentados e tabulados.
• Principal área de atuação da empresa:
  
  • Experiência em trabalhos relacionados à pesquisa de frota de veículos, abordando o processo de elaboração e execução da pesquisa;
• Experiência relevante para serviços:
  
  • Portifólio de contratos anteriores na mesma área de conhecimento;

• Experiência na geração de indicadores de posse e uso de veículos leves do módulo PEFROTA;
• Realização de pesquisa em âmbito nacional, em no mínimo de quatro capitais nacionais.

As Consultorias Interessadas em participar da seleção deverão dar a devida atenção à Seção III, parágrafos 3.14, 3.16 e 3.17 do Regulamento de Aquisições para Mutuários de Operações de Financiamento de Projetos de Investimento do Banco Mundial ("Regulamento de Aquisições"), que estabelece a política do Banco Mundial sobre conflito de interesse.

As Consultoras poderão se associar com outras empresas com o fim de melhorarem as suas qualificações, todavia, deverão indicar claramente se a associação será na forma de joint venture (consórcio) ou subcontratação. No caso de joint venture (consórcio), todos os seus membros deverão ser conjuntamente e solidariamente responsáveis pelo contrato integral, se a joint venture (consórcio) for selecionada.

A Consultora vencedora será selecionada de acordo com o método Seleção Baseada nas Qualificações do Consultor - SQC como estabelecido no Regulamento de Aquisições.
