The Government of Indonesia intends to apply for financing from the World Bank toward the cost of the National Urban Development Program (NUDP), which includes consulting services under the Investment Project Financing component of the Program.
The consulting services (“the Services”) include the Development Planning and Project Management assessment and capacity building of the local government of NUDP participating cities. The scope of Development Planning will cover the subject of medium-term expenditure framework, annual city work plan, management of fiscal resources, and formulating strategies to fund the development agenda. Project management will cover overall strategy to manage priority projects, project planning and financing, procurement, monitoring and evaluation, and portfolio management.

The Services are expected to start in October 2023 and be performed during a period of 15 (fifteen) months.
The Ministry of Home Affair, Directorate General Pembangunan Daerah (CPIU) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services, i.e., firm profile and description of similar projects, including project title, project location/country, name of client, type of services provided and brief description of the services, period of contract (starting date and completion date) and contract value.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated November 2020 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other Firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture (max. 2 firms), all partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
