Assignment Title: ENVIRONMENTAL AND SOCIAL IMPACT ASSESSMENT FOR POKO HYDRO ELECTRICAL POWER PROJECT

The Republic of Indonesia has received financing from the World Bank toward the cost of the Indonesia Power Transmission Development Project, and upon the restructuring of the Project intends to apply part of the proceeds for consulting services for the Environmental and Social Impact Assessment for the Poko Hydro Electrical Power Project.
The consulting services ( the Services ) are to undertake an Environmental and Social Impact Assessment (ESIA) of the proposed Poko Hydro Electrical Power Project and prepare all relevant documentation to comply with Government of Indonesia regulations and World Bank safeguard policies. The proposed project is located in West Sulawesi and South Sulawesi Province, Indonesia.
The PT. PLN (Persero) now invites eligible consulting firms ( Consultants ) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. i.e. presenting consultant/firm profile, description of similar assignments (completed with: assignment title, assignment location/country, name of employer/client, type of services provided, period of contract (starting date and completion date), and contract value). The shortlisting criteria are:
Having similar experience and successfully completed at least one (1) contract in undertaking ESIA of hydropower and / or dam projects under World Bank safeguards policies (or other international financing agency''s safeguard policies including IFC Performance Standards) and Government of Indonesia Regulations in the last five (5) years.
Availability of permanent experts relevant to the project. Staffs do not necessarily have to be assigned to this contract at this stage.
Skills and experience in community consultation in Indonesia, particularly in West Sulawesi and South Sulawesi
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank''s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers published by the Bank in January 2011 ( Consultant Guidelines ), setting forth the World Bank''s policy on conflict of interest.
The Consultants may associate in the form of a joint venture or a sub-consultancy to enhance their qualifications. The experience of the Joint Venture partners (and not that of the sub-consultants) will be considered for the purposes of shortlisting. The Consultant (or at least one member of the Joint Venture in case Expression of Interest is from the Joint Venture should also be accredited by Ministry of Environmental of Indonesia
A Consultant will be selected in accordance with the Quality-and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
