REQUEST FOR EXPRESSIONS OF INTEREST [EOI] MINISTRY OF PUBLIC WORKS AND HOUSING, DIRECTORATE GENERAL OF HUMAN SETTLEMENTS THE REPUBLIC OF INDONESIA SATUAN KERJA PENGEMBANGAN AIR MINUM BERBASIS MASYARAKAT                                                                                                       THE NATIONAL RURAL WATER SUPPLY AND SANITATION PROJECT/PAMSIMAS III  [Project ID No.:  P154780]   NATIONAL MANAGEMENT CONSULTANT [NMC]   ­­­­­­ The Government of Indonesia has applied for an additional financing (not yet effective) from the World Bank in the amount of US$ 300 million toward the cost of the National Rural Water Supply and Sanitation Project [PAMSIMAS III]. The Implementing Agency, the Directorate General of Human Settlements under Ministry of Public Works and Housing (DG Cipta Karya/MPWH) intends to apply part of the proceeds for consulting services namely National Management Consultant (NMC). This EOI for NMC is announced in the MPWH''s website (www.pu.go.id), local newspapers and UNDB online. Interested firms can download the standard forms of EOI from the website. The key objective of the consulting services ( the Services ) under the Component 5 is to support the Central Project Management Unit (CPMU) in the overall project management, monitoring of implementation and sustainable outcomes, advocacy and empowerment/capacity building for communities, government and other stakeholders, provision of expert technical advice across required specialist disciplines, procurement and financial management assistance, and social and environmental safeguards. The estimated duration of service is 48 months from 2016 to 2020. PAMSIMAS III will cover 33 provinces and up to 412 districts to benefit the communities in 15,000 villages. The DGCK now invites eligible consulting firms ( Consultants ) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services, i.e. presenting consultant/firm profile, description of similar assignments incl. assignment title, location/country, name of employer/client, type of services provided, period of contract, starting and completion dates and contract value. The shortlisting criteria are: § Have experience and field of expertise and successfully completed contract of similar nature and complexity in the last 7 years; § Availability of permanent experts relevant to the project - staffs do not necessarily have to be assigned to this contract at this stage; § Proven financial capacity to carry out similar assignments with average annual turnover of minimum US$ 1.5m over the last 3 years. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank''s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, Jan 2011, revised July 2014 ( Consultant Guidelines ), setting forth the World Bank''s policy on conflict of interest. Consultants may associate with other firms (max. 3 firms) in the form of a joint venture or sub-consultancy to enhance their qualifications. A Consultant will be selected in accordance with the Quality Cost Based Selection (QCBS) method set out in the Consultant Guidelines.  Consultants may associate with other firms (max. 3 firms) in the form of a joint venture or sub-consultancy to enhance their qualifications. Consultant shall clearly state the type of association in the EOI submission whether it is joint venture or subconsultancy. Only experience of lead and member of joint venture will be considered, experience of sub-consultant will not be considered in the evaluation process.   Interested Consultants may obtain a set of the Request for Expression of Interest document at any time after this public announcement.
