INDONESIA INFRASTRUCTURE FINANCE DEVELOPMENT

Project ID No. P157490
The Republic of Indonesia intends to apply for financing in the amount of US$ 8.28 million equivalent from the World Bank toward the cost of the Indonesia Infrastructure Finance Development, and it intends to apply part of the proceeds to payments for goods, non-consulting services and consulting services to be procured under this project.
The project will include the following four components
Component 1: Strengthening Agencies.
a. Providing support for the establishment and operations of the Public Private Partnership unit of the Ministry of Finance and key relevant entities under the PPP framework.
b. Providing support for the government contracting agencies (GCA) in producing the highly outline business cases for submission to key agencies and better selection criteria for more efficient investment projects.
c. Improving the capacity of the Recipient''s agencies involved in the selection and prioritization of PPP project through training, twinning arrangement and secondment of staff across agencies both in central and local level. This includes the support for the establishment of operations and business process including SOPs in PPPs.
Component 2: Legal and Regulatory Frameworks.
a. Providing support or advise for improving the regulatory frameworks supporting the PPP including reviewing regulations, drafting regulations and amendments to the regulations (e.g. presidential Regulation No. 38/ 2015, related to the sector regulations in Public Works, Transportation and Energy;
b. Providing support for the implementation of recommendations from the regulatory review on the broader infrastructure policy, linked to the national investment priority, focusing on access to long term finance resources from the national and international markets.
Component 3: Project Selection, Preparation and Transaction.
a. Providing support to the Government Contracting Agencies to make better use of the project development fund and other PPP supporting instruments;
b. Providing technical support to move a PPP project from concept through implementation, including technical inputs and guidance on project identification, selections, preparation, technical analysis on financial deal structure by preparing the outline business case and final business case, assessing the plan on land use and its social impacts, standardizing and preparing tender documentation, market sounding, assessing the risk profile and carrying out risk management, preparing the transaction for the market, and the following through on the deal bid. The project activities will end upon issuance of the RFP.
c. Selecting and providing support for pilot projects.
Component 4: Inter-Agency Coordination.
a. Facilitating coordination among Government stakeholders involved in PPP development;
b. Providing support in clarifying and strengthening the roles and responsibilities of relevant government national agencies working on infrastructure development, and enabling better coordination among the stakeholder.
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank''s Guidelines:
Procurement under IBRD Loans and IDA Credits of January 2011, revised July 2014, and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank''s Guidelines:
Selection and Employment of Consultants by World Bank Borrowers of January 2011, revised July 2014.
Specific procurement notices for consultancy services contracts will be announced, as they become available, in UN Development Business or in local newspapers or Government electronic portal.
Prequalification of suppliers and contractors is not required for any anticipated contracts.
