The Republic of Indonesia has received financing in the amount of US$2,700,000- equivalent from the World Bank toward the cost of the PFM MDTF Support to Indonesia Public Financial Management Reform Project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project.
The project will include the following components:
(i) Better oversight of public financial management reform processes. This component will finance consultancy services for project management and for the development of the PFM Road Map.
(ii) More targeted allocation of public funds for development priorities. This component will finance consultancy/advisory services as well as capacity building for the conduct of public expenditure reviews in the Ministry of Finance and the National Planning and Development Agency (BAPPENAS).
(iii) Better links between budgetary spending and the improvement of public services. This component will finance consultancy/advisory services as well as capacity building to improve the results orientation of the budget process in the Ministry of Finance.
(iv) Improved budget execution and reporting. This component will finance consultancy/advisory services as well as capacity building to enhance the capabilities of the existing Treasury and budget System (SPAN) in the Ministry of Finance.
(v) Enhanced compliance and value-for-money in public resource use. This component will finance consultancy/advisory services as well as capacity building to improve the internal audit capabilities at both the central and subnational level agencies.
(vi) Increased fiscal revenues through improved tax and non-tax administration performance. This component will finance consultancy/advisory services as well as capacity building to enhance the revenue generating performance at the Ministry of Finance.
(vii) Strengthened public financial management at the sub-national level. This component will finance consultancy/advisory services to enhance PFM capabilities and accountability for subnational service delivery.
(viii) Strengthening and/or transform institutional capacity for public financial management. This component will finance consultancy/advisory services as well as capacity building to improve ICT integration and to assist MOF in the implementation of its institutional transformation initiatives.
Procurement of contracts will be conducted through the procedures as specified in the World Bank’s Guidelines:
Procurement under IBRD Loans and IDA Credits (current edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines:
Selection and Employment of Consultants by World Bank Borrowers (current edition).
