In addition, the National Action Plan on Greenhouse gases (GHGs), the National REDD+ Strategy and tenure reforms introduce far reaching programs that represent a potential transformation towards a forestry sector that is compatible with sustainable growth and equity.  However, a number of barriers to implementation at the local level remain a challenge. These include, a lack of local institutional capacity for forest management, disintegrated spatial planning, a business climate that is not conducive to sustainable forestry and community forestry investment, and weak community capacity, and poor access to forest resources.   Indonesia is one of the first eight pilot countries selected worldwide for participation in the Forest Investment Program (FIP), a targeted program under the Climate Investment Funds (CIF).  The FIP Program supports priority investments in addressing drivers of deforestation. Indonesia prepared an Investment Plan that was endorsed by the FIP Sub-Committee in November 2012. The Investment Plan sets out the overall strategic options to achieve REDD+ objectives in Indonesia.  FIP provides funding of US$ 70 million for investment activities, of which US$ 37.5 million are grants and US$32.5 million concessional loans.  An additional complementary grant pool of about US$6.5 million is made available through the FIP Dedicated Grant Mechanism for Indigenous Peoples and Local Communities (DGM). Implementation of the FIP Investment Plan (IP) in Indonesia is jointly supported by three multilateral development banks (MDBs) – the Asian Development Bank (ADB), the International Finance Corporation (IFC) and the World Bank (WB).   The FIP present an important opportunity for supporting Indonesia’s on-going efforts towards the strengthening of decentralized forest management by creating enabling institutional arrangements and operationalizing sub-national Forest Management Units (FMU). The Program would help catalyze further investment in FMU and  will have many contributions in implementing sustainable forest management, reducing the rate of deforestation and forest degradation, improving the condition of community livelihood and managing landscape sustainably.  Furthermore, The expected outcome from the implementation of the Investment Plan is to support Indonesia in a transformative process toward good forest governance and sub national REDD+ readiness, the Investment Plan will leverage existing political will as well as large amounts of pledged and emerging REDD+ funding to achieve sustainable GHG emissions reductions and co-benefits.   The development objective of the Investment Plan is to reduce barriers to sub-national REDD+ implementation and to increase provincial and local capacity for REDD+ and sustainable forest management (SFM).  Key entry points for the Investment Plan to address sub-national barriers will be the national FMU system and ongoing tenure reform processes.  Activities will be implemented through the following three inter-related projects hereinafter referred to as the FIP projects:   FIP-1: Community Focused Investments to Address Deforestation and Forest Degradation (REDD+), financed by Asian Development Bank. FIP-2: Promoting    Sustainable    Community    Based    Natural    Resource Management and Institutional Development, financed by International Bank for Reconstruction and Development (IBRD/World Bank). FIP-3: Private Sector Program Strengthening Forest Enterprises to Mitigate Carbon Emissions, supported by International Finance Cooperation (IFC).   Implemention of the three inter-related projects is a complex endeavor.  Therefore, a Program Coordination Unit (PCU) is needed to support monitoring and coordination of program planning, implementation and evaluation, in consultation with the excuting and implementing agencies responsible for the projects and DGM project. While FIP Indonesia has the duration of five years, apparently the projects do not start at the same time.  To address this issue and other unexpected occurrences the PCU budget needs to include contingency of 5% (as the result discussion for no 8.a, 9 and 10) of the total PCU budget which would be spared from across the budget items. The PCU  The PCU in the NPCU The PCU consist of Program Coordinator, Monitoring & Reporting Specialist, and Communication & Outreach Specialist. The PCU will support the National Program Coordination Unit (NPCU) which comprises the Steering Committee (SC), the Secretary General of MOEF, the FIP Indonesia Focal Point, and Bureau of International Cooperation of MOEF. The SC is led by the Secretary General of MOEF with members from relevant government ministries/agencies and non-government bodies.  The SC meets at least once a year with the frequency as the needs of NPCU and Global FIP Program (elaborate from point no 2) , while inter seasonally national coordination is undertaken by the Secretary General of MOEF with the day to day  support of the Focal Point (Senior Advisor for Natural Resource Economics), and Bureau of International Cooperation of MOEF. This structure the NPCU including the PCU is described in Figure 1.   Scope of Works The Program Coordinating Unit will support the NPCU in the oversight and coordination of implementation of planned activities of the FIP projects, and work in conjunction with relevant stakeholders, including among others relevant government ministries and agencies, civil society organizations, National Steering Committee (NSC) of the DGM, the National Forestry Council (DKN), National Secretariat  of FMU (SEKNAS KPH) and other development partners.  In order to support coordination of program planning, implementation, monitoring and evaluation, the PCU will need to undertake the following roles: Effective coordination among the component of projects to promote cooperation and information exchange, improve overall performance, and minimize wasted effort caused by overlaps. Effective liaison between the program stakeholders and the teams undertaking the individual component projects so that outcomes align with stakeholders needs. Accurate and timely consolidation of monitoring reports of the project components (as the WB request 1.b).   The above roles of the PCU will be undertaken through a set of tasks to be distributed among the three PCU officers, as described in the terms of assignments.   Terms of Assignment PCU Coordinator Place and Duration She/he will be based in Jakarta, Indonesia with potential travels as needed.  The duration of the assignment for PCU Coordinator will be for one year, but extendable depending on the satisfactory performance until the project period.   Expected output The PCU Coordinator will report directly to the Secretary General of the MoEF and will work closely with the Senior Advisor of the Ministry and the Directorate General of Forestry Planning and Environmental Governance who will be his/her main counterparts, and coordinate with Bureau of International of Cooperation of MOEF.  The expected output of this position are: Manual (as WB suggestion no 3.a) for the PCU (need to refer to the agreement). PCU Annual Work Plan and Budget and quarterly progress reports Periodic program progress reports to the Secretary General of MOEF, on the basis of Project 1, Project 2 and Project 3 reports (as discussion on point no 3.b). Final program report (include administration, technical substance, and financial report). Network of related parties. Translated documents in English/Indonesian related with his/her work.   Duties and Responsibilities The PCU coordinator shall be responsible for the overall projects coordination towards successful implementation of the projects in a synergized and programmatic manners and in line with the requirements identified in the prevailing agreements, manuals, and other contractual documents by liaising between project actors, beneficiaries, other relevant stakeholders and the media; and supervising the monitoring, evaluation and reporting, as well as  the communication measures. The PCU coordinator is expected to perform the following tasks, but not limited to: Provide leadership, coordination and guidance on all matters pertaining to the smooth implementation of the projects, in accordance with procedures and obligations in the prevailing agreements, manuals, and other contractual documents, as well as directives and advice from the NPCU. Serve as the principal point of contact between the relevant operational staff of the MDBs and the MOEF on program (as WB request point no 4.a) implementation;  this will include cooperating with and prepare programme-level substance for MDBs missions. Coordinate development of a Manual for the PCU within 45 days of having signed the recruitment contract. Coordinate effectively and flexibly projects to maintain synergy and keep the programmatic focus on track, also Identify potential overlaps and inefficiencies among projects and report these to the NPCU. Coordinate development of harmonized monitoring, evaluation and reporting tools and procedures, and their application to ensure general monitoring of compliance with the performance indicators established for the project, including activities carried out by the supporting units. (as discussion on point no 4.d) Coordinate preparation of various program reports. This includes liaison with PMUs in assisting NPCU in the preparation of annual reporting to the FIP Sub-Committee and/or CIF Administration Unit on activity implementation progress and important lesson learned during the reporting period, in accordance with available monitoring guidance and reporting tools (annually, no later than March 31 each year). Support liaison with state owned and private forestry enterprise. Communicate with PMU Coordinators and MDBs staff responsible for project implementation support on the status of project implementation activities to be able to update the NPCU regarding progress of projects (as discussion on point no 4.f). Undertake consultation and coordination with, and provide general support related to FIP to the NPCU. Supervise monitoring and reporting specialist and stimulate PMUs to(as discussion on point no 4.e) ensure that appropriate procedures are established and implemented for the inspection, monitoring and evaluation of the consultants, so as to be able to certify that services are satisfactorily accomplished in compliance with Terms of Reference. Supervise communication and outreach specialist to ensure development and maintenance of, and support for implementation of a communication and information strategy among FIP project actors, beneficiaries, other relevant stakeholders and the media. Organize meetings to prepare reports on monitoring, evaluation and communication activities in accordance with prevailing agreements, manuals, and other contractual documents for instance. Organize SC meetings at least once a year with at least 4 weeks advance notice, document the meetings, and assist the follow up by the projects of the recommendations and directives of the SC. Liaise with and assist PMUs to stimulate project (as discussion on point no 4.b) activities are performed adequately, on schedule and in accordance with prevailing agreements, manuals, and other contractual documents, including through periodic meetings, video conferences and electronic communication. Liaise with focal points of other key ministries and stakeholders that are part of the SC to keep them informed about the general developments with the FIP projects and provide information that would prepare them for SC meetings. Liaise with PMUs to stimulate that all projects tendering for works, goods and consulting services is done in accordance with GOI and MDBs requirements, and that  full explanations are furnished of the occurrence and circumstances of any missprocurement of goods, works or services, (should this occur inadvertently or otherwise), or any misapplication of the proceeds of the Grant/Loan, promptly upon a learning of the event(s). Liaise with PMUs to stimulate monitoring of the deliverables of consulting services (individuals and firms), provision of the necessary feedback to the consultants on a timely basis, and submission of appropriate written comments and recommendations to the NPCU and the MDBs. Liaise with the PMUs to enquire on risks to project implementation and make recommendations for risk mitigation measures at program level as necessary. Liaise and advise in the preparation of various projects reports. Liaise with the Executing Agencies during project close out report submission and acceptance. Perform other duties as may be assigned.   Requirements Minimum 15 years of project management experience working on projects on forest or natural resource management, forest policy, forest economics and on projects with an emphasis on decentralized implementation practices. Minimum requirement – Master Degree in natural resource management, forestry, or other related and relevant field for the project. Technical training in forestry (technical and policy matters), natural resource management, land management, watershed management, community-based forest management or related fields. Evidence of training in management. A minimum of 10 years working on administering projects in close coordination with government ministries, involving overseeing a technical team of senior staff and engagement with provinces and districts. Ability to work with government project administrative scheme (planning mechanism, budgeting, procurement, reporting, etc.). Good knowledge on climate change issues. Strong planning and communication skills also a demonstrated ability to build consensus and work with inter-disciplinary teams are required. Human resources management skills, such as strong leadership capabilities and a demonstrated record of successful leadership of multi-disciplinary teams, capacity to coordinate, recruit, motivate and supervise others, would be important. Excellent analytical and writing skills. Be results oriented and able to meet strict timelines for outputs. Experience in preparing reports to donors and clients, and coordinating the compliance to Grant/Loan requirements. Experience in providing assistance and support in evaluation and performance monitoring. Diplomacy skills and ease with working in an international environment. Competent in the use of computers and standard computer software and applications, email/internet, ability to operate information management/database software is highly desirable. Fluency in comprehending and reading in English and Indonesia; and able to communicate (written and verbal) on technical matters in English and Indonesian. She/he has no conflict of interest with this position (i.e., has not been involved in discussion on the PCU staffing, budget, or scope of work during preparation or implementation either as an independent expert, member of the three FIP project teams, or government side) as described in Para. 1.9 of the World Bank’s Consultant Guidelines of January 2011 (revised July 2014), applicable for selection of consultants under this project. She/he is not Government Official (ASN) She/he must pass through 6 (six) months after retiring from Government Official (ASN).
