The Directorate of Government Support and Infrastructure Financing Management (“DGSIFM”) has received financing from the World Bank toward the cost of the Indonesia Infrastructure Finance Development Trust Fund (“IIFD-TF”), and intends to apply part of the proceeds for consulting services.
The consulting service (“the Services”) include assistance on a) developing the strategic plan and identifying the PPP infrastructure project pipeline and its MIS/database; (b) addressing issues related to the implementation of Project Development Facility (PDF), Viability Gap Fund (VGF), Infrastructure Guarantee and Availability Payment (AP); (c) improving PPP legal/regulatory frameworks; (d) implementing PPP project preparation and transaction; (e) developing toolkits/best practices, (f) providing capacity building, and (g) strengthening inter-agency coordination. The Service will also cover supports to the DGSIFM on managing the Indonesia Infrastructure Finance Development – Recipient Executed Trust Fund Part (IIFD – RETF).
The DGSIFM now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
Key experts will not be evaluated at the shortlisting stage.
Please include the following documents in your expression of interest: 1) information about the firms, and 2) list of contracts with similar scope and scale including a short descriptions, conditions, size of contract, list of key experts involved in the contract, clients and contact persons or references, carried out in the last ten years and other relevant information to establish that you meet the qualification requirement for the assignment. Those documents will be use as the basis of evaluation. Interested consultants must provide sufficient information to establish that they are technically qualified and capable to perform the services.
The services are expected to commence on August 2018 for duration of approximately 18 calendar months.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011, revised July 2014 (“Consultant Guidelines”).
Consultants may associate with other firms to enhance qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of joint venture, or partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
The attention of interested Consultants is drawn to paragraph 1.9 of the Consultant Guidelines setting forth the World Bank’s policy on conflict of interest.
