REQUEST FOR EXPRESSION OF INTEREST (REOI)

 

The assignment period is for 4 (four) years.

The objective of the above mentioned project (referred to hereafter as FIP 2 project) is to strengthen institutional and local capacity for decentralized forest management and generate improved forest-based livelihoods in targeted areas. The project has an agreed set of results and targets it needs to achieve.

The long term goals of the FIP 2 project are to support government efforts to improve forest and land governance, implement sustainable forest management, by strengthening institutional and local capacity for decentralized forest management and generation of improved forest-based livelihoods in targeted areas. Using grant funding, the Government will address the regulatory obstacles, capacity needs, and community engagement, all of which are necessary for improving the decentralized management of forests. The project will help create an enabling environment and generate insight and lessons for scaling up the operationalization of decentralized units - Kesatuan Pengelolaan Hutan (known as KPH) - for forest landscape management. The objective of the KPH program is to help govern and manage all forest areas and functions at the local level. KPHs are to work closely with provincial and district governments and local communities to implement sustainable forest management.

The FIP 2 project will be implemented in the period of 2017 - 2021.

The consulting services sought under this REOI (hereinafter as, “services”) include, but are not limited to, the following:

  1. Experts who can fulfill the following roles:

    1. One Subnational Manager: who will ensure effective management of the project, in close consultation with relevant stakeholders and members of the management unit. The Subnational Managers will be responsible for overall coordination and management of the project in site level (KPH), providing technical and administrative support to implement project activities at subnational level. His/her main task will be to ensure that all activities of the project are implemented in an efficient and coordinated manner in accordance with the agreed procedure.
    2. One Facilitator: who will facilitation on participatory process and workshop of M&E, community mapping, outreach, relationship building, collaboration between communities and KPH’s for the project implementation, Information sharing, field visit, learning event, training & capacity building, communication campaign, etc.
    3. One Junior Environmental Safeguard Junior Specialist: who will provide full oversight and support for environment safeguards aspect of the project to the and subnational Supporting Units (SUs).The Specialist will ensure that the environmental safeguards aspects of the project are implemented in compliance with the project operational manual and the Environmental and Social Management Framework.
    4. One Junior Social Safeguard: who will provide full oversight and support for implementation of social safeguards aspect of the project to the Supporting Unit (SU). The Specialist will ensure that the social safeguards aspects of the project are implemented in compliance with the project operational manual and the Environmental and Social Management Framework.
    5. One Administrative Assistance Staff: Who will handle day to day administrative matters.

  2. Close coordination with PMU FIP 2 Project

 

MOEF now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are having experience(s) in the following areas: (1) forestry (management; policy includes that of environmental legislations, regulations and safeguard frameworks; institutions; capacity building; and decentralization), (2) community based development (3) strong donor project management record includes: administrative and managerial skills, (4) strengthening institutions, networks, communications and partnerships (5) project monitoring and evaluation (6) Familiar with APBN administration.

 

Consultants will be selected in accordance with the procedures set out in the World Bank’s “Guidelines: Selection and Employment of Consultants by World Bank Borrowers” of January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

 

Consultants may associate with other firms in the form of a joint venture to enhance their qualifications.

 

A Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Consultant Guidelines, which will be determined later in the Request for Proposals (RFP).

Expressions of interest should be received by MOEF no later than 30 July 2018 at 14.00 Jakarta Time.

 

All consultants will be informed of the outcome of their expression of interest upon completion of the short-listing process.
