The World Bank is assisting the Government of Indonesia in establishing a Geothermal Resource Risk Mitigation (GREM) Facility to support exploration drilling by stateowned and private sector developers. The Facility will be managed by PT Sarana Multi Infrastruktur (PT SMI) as the financial intermediary. 

The main objective of GREM is to scale up investment in geothermal energy development in Indonesia. Specifically, The GREM project aims will provide financing and risk mitigation facilities for geothermal exploration activities, both to be carried out by State Owned Enterprise (SOE) and private. The special feature of this GREM is the derisking facility or a risk sharing scheme, in which if an exploration failure occurs, the developer will not fully bear the risks and costs of exploration. This financing facility with a derisking feature for upstream developments will reduce exploration risk, which is the biggest risk faced by geothermal developers. GREM is expected to encourage massive exploration activities and further increase investor interest in participating in the geothermal sector.

GREM is funded under the loan in the amount of US$ 150 million from the International Bank for Reconstruction and Development (IBRD), US$ 40 million from the Clean Technology Fund (CTF); contingent recovery grant in the amount of US$ 32.5 million from the CTF; and technical assistance grant in the amount of US$ 2.5 million from CTF. Additionally, GREM is also under process of tapping other funding supports in the form of loan, contingent grant, and technical assistance grant from the Green Climate Fund (GCF), Global Infrastructure Facility (GIF), and Energy Sector Management Assistance Program (ESMAP).

Under this General Procurement Notice, PT SMI intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. The first procurement package will be undertaken during the late of 2020. Other procurement package will follow at approximately 1-month intervals.

Procurement will be carried out for the following contract packages:

  1. GREM product development Consultant
  2. GREM transaction advisory support
  3. Technical Consultant for technical capacity building and due diligence

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (July 2016 revised November 2017 and August 2018) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.

Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank’s external website, as well as in local newspapers (Kompas, Jakarta Post), and PT SMI’s website.
