The Government of Indonesia has received financing in the amount of US$160 million equivalent from the World Bank toward the cost of the Indonesia Disaster Resilience Initiatives Project (IDRIP), and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project.

 

The project will include activities under three components to establish a multi-hazard early warning system platform in Indonesia, including critical investments in geophysical early warning services: (1) Disaster Preparedness and Emergency Management Capacity – disaster risk mapping and modeling, technical studies and pilots, integrated knowledge and information management system, systems design for the MHEWS platform, data centers and communication networks, emergency operations centers (upgrading and equipment), capacity building activities and training, and Village and community strengthening and preparedness activities; (2) Geophysical Early Warning Services – impact-based forecast and warning products and decision support systems, institutional strengthening and capacity development, seismological instrumentation and monitoring equipment, seismic data exchange and longterm data archiving, data processing systems, tsunami modeling, high-performance computing, project consultants, and technical guidelines; and (3) Project Implementation Support – project consultants for project management, fiduciary, environmental and social management, monitoring and evaluation, and technical support. Component 1 and Component 3 will be implemented by Indonesia’s National Disaster Management Authority (BNPB). Component 2 will be implemented by Indonesia’s Meteorological, Climatological, and Geophysical Agency (BMKG).

 

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers, July 2016, revised November 2017 and August 2018 (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.

 

Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, and in BNPB and BMKG’s website.
